He also stated the <br />Transportation Advisory Board also recommends residential street right-of- I <br />way width at 52', residential street (alternate) width at 60', collector <br />streets neighborhood width at 60', neighborhood (alternate)width 70' and <br />commercial/multi-family at 80'. He also stated the Transportation <br />Advisory Board recommends the proposed right-of-way width for industrial <br />sreets at 70', minor arterial streets width at 84', major arterial streets <br />width at 100', parkways width at 140' and freeways width at 150'. He <br />stated on parkways and freeways the City would be responsible for the <br />cost. Mr. Taylor inquired as to the parking on streets. Mr. Avila stated <br />he feels in the residential areas parking and cyclists can share the <br />right-of-way. Mr. Thomaides inquired whether wider streets add to faster <br />traffic. Mr. Avila stated wider streets are built to accommodate faster <br />and heavier traffic. Mr. O'Leary stated the Council needs to adopt a <br />Thoroughfare Plan. He stated Staff needs direction whether to include the <br />Transportation Advisory Board's right-of-way recommendations in the <br />Thoroughfare plan or in the Land Development Code. The Council agreed by <br />consensus to include the Transportation Advisory Board's right-of-way <br />recommendations in the Thoroughfare Plan. Mr. Taylor stated he would like <br />Staff to address the parking and cyclists issues. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing on an <br />annexation Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, I <br />ANNEXIN TO THE CITY A TRACT OF LAND CONTAINING 13.49 ACRES, MORE OR <br />LESS, LOCATED TO THE NORTHEAST OF THE PROPOSED COTTONWOOD CREEK <br />DEVELOPMENT IN THE 2500-4500 BLOCKS OF STATE HIGHWAY 123 SOUTH <br />(COTTONWOOD CREEK TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT, <br />AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak.
