<br />I <br /> <br />Regular Meeting <br /> <br />7. <br />Page 5 <br /> <br />September 13, 2004 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE FUTURE LAND USE PLAN OF THE MASTER PLAN OF THE CITY FROM <br />LOW DENSITY RESIDENTIAL TO HIGH DENSITY RESIDENTIAL FOR A 19.68 ACRE <br />TRACT OF PROPERTY LOCATED AT 1800 POST ROAD; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Reece Morrison stated he is the applicant. He reviewed the <br />handout he provided to the Council. He encouraged the Council to approve <br />this Resolution. Mayor Narvaiz asked if anyone else wished to speak. No <br />one did, so Mayor Narvaiz closed the public hearing. Mr. Taylor moved for <br />adoption of the Resolution, and Mr. Diaz seconded the motion. Mr. <br />Thomaides inquired whether this property is located in the City limits. <br />Carol Barrett stated this property is located outside the City limits, but <br />in the future land use map in the City's ETJ. Mr. Thomaides inquired as <br />to the difference between a higher density zoning and a medium density <br />zoning. Ms. Barrett stated higher density zoning would be use for 12 or <br />more Multi-Family units per acre and medium density zoning is for 6 to 12 <br />Multi-Family units per acre. Mr. Thomaides inquired as to the effect this <br />change from low density to high density would have on the City's utilities <br />and roads. Laurie Anderson, Director of Engineering Department, stated <br />the Post Road improvements go to the current City limits, which is up to <br />Ithe Royal Apartments. She also stated the River Ridge extension project <br />could affect the City utilities and roads. Mr. Taylor inquired as to the <br />acreage of the Outpost Apartments and Parker Subdivision. Mr. Morrison <br />stated the Outpost Apartments is 15.13 acres and Parker Subdivision is 20 <br />acres. Mr. Bose inquired as to whether the Outpost Apartments would be <br />building another phase. Ms. Barrett stated yes. Mr. Mihalkanin stated he <br />is concerned with the increased traffic in this area. Mr. Thomaides <br />stated he feels this road is in terrible shape and needs to be improved. <br />He also stated he feels this is appropriate development and feels this <br />property should be annexed into the City. On roll call for adoption of <br />the Resolution, the following vote was recorded: <br /> <br />I <br /> <br />AYE: <br /> <br />Diaz, Guerrero, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />NAY; Mihalkanin. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration removal from table and adoption <br />of a Zoning Ordinance, the caption which was read as follows; <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING 318.105 ACRE <br />TRACT OF PROPERTY LOCATED IN THE 2900 BLOCK OF IH-35 NORTH TO "C" <br />COMMERCIAL DISTRICT (50.919 ACRES), "LI" LIGHT-INDUSTRIAL DISTRICT <br />
