<br />I <br /> <br />I <br /> <br />I <br /> <br /> <br />~ransportationl <br />Transportation goals for Sector One include: <br />. Walkable neighborhoods that are pedestrian- fnendly for children and adults <br />. Safe bicycling routes on all major streets connecting neighborhoods with desirable <br />destinations, including parks, schools, and neighborhood shopping centers <br />. Traffic calming on appropriate neighborhood streets to reduce "cut-through" traffic. <br />. Balance the need to move cars with community aesthetics and neighborhood safety. <br />. Adequate planning for internal circulation in new commercial development to prevent <br />additional traffic problems that are typical of unplanned "strip commercial" development <br /> <br />The Sector One Plan lists roadway improvements identified in the City's Transportation Master <br />Plan, including designated bicycle routes and sidewalk improvement priorities. <br /> <br />IPlan Implementationl <br /> <br />The recommendations of the plan can be implemented by taking the following steps: <br />./ The City Council and Planning & Zoning Commission will refer to the plan when reviewing <br />development proposals, <br />./ The City will periodically review and update the plan as the city grows and needs change, <br />./ The City will adopt changes to the development regulations, including: <br />· New commercial districts to reflect the community character distinctions identified in the <br />plan, particularly the creation of a Neighborhood Commercial district that would allow <br />small-scale, low-impact businesses within existing neighborhoods in appropriate <br />locations. <br />· A new Neighborhood Overlay District and a Wonder World Drive Overlay District to <br />ensure that new development meets the community character and urban design goals of <br />the plan, These would include a design review process based on the design standards and <br />guidelines identified in the plan. <br />· Allowing "accessory apartments" as long as size, parking, buffering, and other standards <br />are met. <br />· Revise street standards to ensure adequate accommodation of pedestrians and bicyclists. <br />./ The City will prepare city-initiated zoning cases to resolve conflicts between the future land <br />use map and the current zoning. <br />./ The City will strengthen enforcement of zoning violations in order to ensure the effectiveness <br />of many of the plan's recommendations. <br />./ The City will implement the transportation, parks, and trails recommendations through the <br />CIP process, <br />./ The City will work with the Economic Development Council and the Chamber of Commerce <br />to seek a developer for a high-quality mixed use neighborhood development on the Carson <br />Tract and will consider various incentives to encourage this type of development. <br /> <br />Draft: September 13, 2004 <br /> <br />v <br />
