I Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mayor Narvaiz introduced for consideration a public hearing and adoption of a Zoning Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO ESTABLISH THE ZONING FOR A 103.788 ACRE, MORE OR LESS, TRACT OF PROPERTY LOCATED IN THE 1400 - 1900 BLOCKS OF STATE HIGHWAY 21 AS "PDD" PLANNED DEVELOPMENT DISTRICT, WITH BASE ZONING OF "P" PUBLIC AND INSTITUTIONAL DISTRICT (13.003 ACRES, MORE OR LESS), "LB" LIMITED BUSINESS DISTRICT (14.103 ACRES, MORE OR LESS), AND "R-2" SINGLE-FAMILY DWELLING DISTRICT [MEDIUM DENSITY] (76.683 ACRES, MORE OR LESS); APPROVING A LAND USE PLAN AND DEVELOPMENT STANDARDS FOR THE BLANCO RIVER VILLAGE PDD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES; AND DECLARING AN EMERGENCY. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Mihalkanin moved for adoption of the Zoning Ordinance, and Mr. Thomaides I seconded the motion. Mr. Mihalkanin inquired as to the process if the developer had changes to the Development Standards. Mr. Mark Taylor stated if the developer has minor changes, the Director of Planning and Development can make them. He also stated if the developer has major changes, those changes will need the Council's approval. Mr. Thomaides inquired whether this zoning would require the City to build streets. Mr. O'Leary stated this zoning does not require the City to build streets. The Council then voted unanimously for adoption of the Zoning Ordinance on emergency.
