41. <br />Regular Meeting February 10, 2003 Page 2 <br /> <br />CDBG reallocation, Item #9 Election Ordinance and Code violations on Bishop <br />Street. He stated he supports the reallocation of the Block Grant, but <br />feels these grant funds should be used to get another swimming pool. He also <br />stated he is not in favor of the Election Ordinance as it is written. He <br />does not support allowing the Hispanic Chamber to use parkland to build <br />their headquarters. He also stated he is concerned about single-family code <br />violations occurring on Bishop Street. 3) Matt Janysek stated he is the <br />Hills of Hays neighborhood representative. He also stated there are ten <br />homes in this subdivision which are in Single-Family code violation. He <br />feels the Code enforcement officer is doing a good job, but her hands are <br />tied with some of the definitions in the Ordinance. He encouraged the <br />Council to agendize and strengthen the Ordinance. 4) Michelle Janysek <br />stated she wanted the Hills of Hays Subdivision to remain Single-Family. <br />She encouraged the Council to adopt an enforceable Ordinance. 5) Aleene <br />Howser provided the Council with a letter regarding the code violations that <br />are occurring in the Hills of Hays Subdivision. She encouraged the Council <br />to strengthen the Ordinance to restrict Single-Family code violations. 6) <br />Tom McNair asked Council to take action on the Single-Family code violators <br />which are causing traffic problems and home values to lower. He stated he <br />feels there are not enough dorms at Southwest Texas State University and <br />that is one reason why students are moving into subdivisions. 7) Chris <br />North stated she is the neighborhood representative for Westover. She <br />stated she supports the strengthening of the single-family zoning Ordinance. <br />She read a letter on behalf of the Greenbelt Alliance opposing g the <br />Hispanic Chamber of Commerce to use parkland to build a headquarters. 8) <br />Ray Kotowski stated he wished to speak regarding Item ~9, Election <br />Ordinance. He stated he supports the City assisting the Hispanic Chamber of <br />Commerce. He encouraged the Council to leave this Proposition on the <br />ballot. 9) Patrick Kirwin stated he wished to speak regarding Item #9, <br />Election Ordinance. He stated he is a member of the Parks and Recreation <br />Advisory Board, which voted unanimously to oppose the proposition. He <br />encouraged the Council to uphold the recommendation of the Parks and <br />Recreation Advisory Board. Burrien Kemp and Doug Traylor both signed up to <br />speak during the Citizen Comment Period, but did not speak. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. 0'Leary stated Staff <br />has had a difficult time enforcing single-family code violations in the <br />Hills of Hays. He also stated the City has only received six complaints <br />from this area. Staff agrees these concerns should be discussed. 2) Mr. <br />O'Leary stated tomorrow night the citizens of San Marcos will have the <br />opportunity to give some input on the profile of the new Chief of Police. <br />3) Mr. O'Leary stated today the City received a letter from TCEQ regarding <br />the final report on the storage tank remediation. He said the City has been <br />cleared after 11 years and $2.8 million dollars. 4) Mr. O'Leary stated the <br />Council met for a Visioning Workshop on January 31 and February 1, 2003. He <br />stated he felt this workshop was very beneficial and the City would be <br />providing some information to the citizens soon. <br /> <br />Mayor Habingreither introduced for consideration approval of one appointment <br />to the Planning and Zoning Commission.
