On roll call the following vote was recorded: <br /> <br />Mihalkanin, Narvaiz, Mayhew and Tatum. <br /> <br />NAY: <br /> <br />Montoya, Habingreither and Taylor. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Habingreither stated he feels this is a very serious mistake. This is <br />an opportunity for the Hispanic Chamber to grow and do Economic Development <br />for the community. Mr. Taylor moved to amend Section 10 for the early <br />voting location of the SWTSU-Catholic Student Center at 100 Concho Street to <br />read SWTSU-Student Center on LBJ, and Mr. Mayhew seconded the motion, which <br />passed unanimously. On roll call the Council then voted for adoption of the <br />Ordinance, the following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Narvaiz, Nayhew and Tatum. <br /> <br />NAY: <br /> <br />Montoya, Habingreither and Taylor. <br /> <br />ABSTAIN: None. <br /> <br /> ?o pass on emergency would require five votes of approval. The Ordinance <br /> 3eceived four votes of approval, therefore, was passed on first reading. <br />Mr. Mark Taylor stated the Council would need to pass this Ordinance in two <br />additional Special Meetings. The Council agreed to hold a second reading on <br />Tuesday, February 11, 2003 at noon and the third and final on Wednesday, <br />February 12, 2003 at 5:00 p.m. <br /> <br />Mayor Habingreither introduced for consideration approval to change City <br />Council Regular Meeting date March 10, 2003 due to Spring Break. Mr. Taylor <br />moved to set the Council Meeting March 3, 2003, and Ms. Narvaiz seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced a discussion regarding the December 2002 <br />Quarterly Investment Report. Mr. O'Leary stated the Council has been given <br />a copy of the Investment Report in their agenda packets and the Consultant <br />is here to answer any questions. There was no discussion (Mr. Taylor left <br />the meeting at this time -9:45 p.m.). <br /> <br />Mayor Habingreither introduced a discussion regarding request for funding in <br />the amount of $4,525.00 from the Youth Commission for the San Marcos Promise <br />Youth Summit to be held in San Marcos, Texas on April 26, 2003. Craig <br />2orbin, Chairman of the Youth Commission, stated in November this issue came <br />)efore the City Council. At that time the Youth Commission requested <br />~5,950.00 for funding the Youth Summit. He stated at that time the City <br />Council asked for the Youth Commission to see how much money they could be <br />raise from the community. The Council agreed to bring this issue for the <br />balance if needed. He also stated the Youth Summit Committee has raised <br /> <br /> <br />
