<br />Regular Meeting <br /> <br />September 27, 2004 <br /> <br />77. <br />Page 7 <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING A CONTRACT TO TEXAS STERLING CONSTRUCTION, L.P., IN <br />CONNECTION WITH THE CRADDOCK AVENUE PAVING, DRAINAGE AND UTILITY <br />IMPROVEMENTS PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. O'Leary stated this is the long awaited Craddock <br />Avenue Project. He stated this project will get started in November and <br />take two years to complete. Laurie Anderson, Director of Engineering <br />stated this project consists of a four-lane divided street from Ranch Road <br />12 to the intersection with Bishop, a landscaped median with turn lanes <br />available, a hike and bike trail on the East side of Craddock, and storm <br />sewers along Craddock. She stated the water line and the sewer line in <br />the area will be replaced and construction of a detention facility on the <br />west side of Craddock near Castle Forest. She stated the City will be <br />addressing some Drainage Master Plan Projects, some Transportation <br />Projects identified in the Transportation Master Plan, and rehabilitation <br />of our existing utilities. Mr. O'Leary stated the blind hill on Craddock <br />Street will also be removed as part of this project. Mayor Narvaiz <br />inquired as to the process of notifying the citizens in that area. Ms. <br />IIAnderson stated Staff has worked very close with the Neighborhood <br />Association and an article in the newspaper will be run to notify all the <br />residents. She stated signage could be installed stating Craddock <br />Construction Project November 2004 - November 2006, for more information <br />call the Engineering Department. She stated information can also be <br />posted on the City website to allow citizens to remain updated on the <br />project. Mayor Narvaiz suggested putting a memo in the Utility Bills <br />weeks prior to the project. Mr. Taylor inquired whether two traffic lanes <br />would be kept open during this project. Ms. Anderson stated yes, the <br />project was awarded with two lanes of traffic to remain serviceable during <br />the construction. Mr. Bose inquired whether TxDOT would be improving the <br />corner of Craddock and Ranch Road 12 at the same time as this project. <br />Ms. Anderson stated TxDOT will be starting the improvements at the same <br />time as our project. She stated TxDOT will be widening RR12 from about <br />Houston Street to beyond the City limits where the future Wonder World <br />Drive Extension will occur. She stated she will be providing TxDOT with a <br />set of the project plans to coordinate the signals and the left turn lanes <br />on RR12, which will allow turning movements onto Craddock. Mr. Bose <br />inquired whether TxDOT has given the City approval to install a signal at <br />Craddock and Franklin Street. Ms. Anderson stated TxDOT did an initial <br />warrant study and those traffic counts did not meet the warrants for a <br />signal. She stated Staff also did a delay study and TxDOT felt this study <br />Iwas unacceptable, so staff is currently completing a second study to meet <br />their approval. Mr. Bose inquired what are TxDOT's requirements for <br />signals are. Ms. Anderson stated the manual for Uniform Traffic Control <br />
