<br />78. <br /> <br />Regular Meeting <br /> <br />September 27, 2004 <br /> <br />Page 8 <br /> <br />Devices lists several criteria, which have to be met in order to warrant a I <br />stop light. She also stated one of the criteria is based upon the vehicle <br />travel counts in the intersection or several accidents at that location. <br />Mr. Thomaides inquired as to the Drainage Master Plan and the funding of <br />this project. Ms. Anderson stated the Drainage Master plan and the <br />funding was established in 1996. She stated this Drainage Master Plan <br />reviewed all the drainage locations, which were not capable of handling <br />the drainage runoff from developments. She stated the design was <br />developed with all the hydraulics and hydrologic calculations to ensure <br />that our pipe size was adequate to cover the proposed development and <br />handle the runoff. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING A CONTRACT TO TEXAS STERLING CONSTRUCTION, L.P., IN <br />CONNECTION WITH THE SESSOM DRIVE/LOOP 82 INTERSECTION IMPROVEMENTS <br />PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Thomaides I <br />seconded the motion. Mr. O'Leary stated this project is for the <br />improvements of the Sessom Drive and Loop 82 Intersection. Ms. Anderson <br />stated this project will allow for a dual left turn from Sessom onto <br />University or Aquarena Springs Drive. She stated currently it is a four- <br />lane road with a single lane for left turns and a single lane for right <br />turns. She stated this project will also change the configuration of the <br />intersection, which will also be safer for the pedestrians crossing the <br />street. She stated on University Drive the center turn lane will become <br />two dedicated right turn lanes from University onto Sessom. Mr. Thomaides <br />inquired whether there will be special precautions for construction around <br />the river. Ms. Anderson stated there are special erosion control measures <br />with this project and impervious cover on the side of the river. She <br />stated water quality treatment facilities will be installed in some of the <br />storm sewers.
