Mr. Thomaides inquired as to the Drainage Master Plan and the funding of this project. Ms. Anderson stated the Drainage Master plan and the funding was established in 1996. She stated this Drainage Master Plan reviewed all the drainage locations, which were not capable of handling the drainage runoff from developments. She stated the design was developed with all the hydraulics and hydrologic calculations to ensure that our pipe size was adequate to cover the proposed development and handle the runoff. The Council then voted unanimously for adoption of the Resolution. Mayor Narvaiz introduced for consideration Item 21, removed from the consent agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AWARDING A CONTRACT TO TEXAS STERLING CONSTRUCTION, L.P., IN CONNECTION WITH THE SESSOM DRIVE/LOOP 82 INTERSECTION IMPROVEMENTS PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Thomaides I seconded the motion. Mr. O'Leary stated this project is for the improvements of the Sessom Drive and Loop 82 Intersection. Ms. Anderson stated this project will allow for a dual left turn from Sessom onto University or Aquarena Springs Drive. She stated currently it is a four- lane road with a single lane for left turns and a single lane for right turns. She stated this project will also change the configuration of the intersection, which will also be safer for the pedestrians crossing the street. She stated on University Drive the center turn lane will become two dedicated right turn lanes from University onto Sessom. Mr. Thomaides inquired whether there will be special precautions for construction around the river. Ms. Anderson stated there are special erosion control measures with this project and impervious cover on the side of the river. She stated water quality treatment facilities will be installed in some of the storm sewers. The Council then voted unanimously for adoption of the Resolution.
