The City contracts annually with the San Marcos Hispanic Chamber of Commerce to <br />conduct and administer a) a minority economic development program which has as its mission <br />serving as a connection to local, national and international Hispanic markets to stimulate minority <br />economic development in the City of San Marcos, and b) a tourism promotional program which has <br />as its mission to serve as a connection to local, national, and international Hispanic markets to <br />promote the City of San Marcos as a prime tourist destination. <br /> <br />I <br /> <br />2. In September of2003, the City Council established a Minority Economic Development <br />and Tourism Development Advisory Board to provide oversight to the San Marcos Hispanic <br />Chamber of Commerce on budget, performance and personnel matters related to these contracts. <br /> <br />3. The City Council wishes to change the name of the Minority Economic Development and <br />Tourism Development Advisory Board to the Minority Economic and Tourism Development Board, <br />in order to reflect the Council's intent that the Board is not a purely advisory board. <br /> <br />4. The City Council wishes to amend the duties of the Minority Economic and Tourism <br />Development Board to clarify the Board's role in developing budgets and providing oversight for the <br />expenditure of City funds under the economic development and tourism promotion contracts. <br /> <br />5. The City Council also wishes to amend the duties ofthe Convention and Visitors Bureau <br />Board to clarify the Board's role in developing budgets and providing oversight for the expenditure <br />of City funds under tourism promotion contracts between the City and the San Marcos Area <br />Chamber of Commerce. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />I <br /> <br />SECTION 1.
