He also stated the debt can be paid back <br />from any source. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Narvaiz introduced a discussion regarding the Arts Commission <br />Ordinance and direction to Staff. Mr. Thomaides stated when he served on <br />the Citizen Advisory Board in 2001, they recommended a portion of the Arts <br />Commission budget go towards permanent art. Mr. Mihalkanin stated the <br />prior Council met with the Arts Commission and made them aware of the need <br />for permanent art. He stated he feels the Council should change the Arts <br />Commission Ordinance to include the permanent art commitment. He stated <br />he also feels the Arts Commission and the Parks and Recreation Board <br />should make an advisory recommendation for permanent art and the <br />placement, but the Council should approve the permanent art and the <br />placement. Mayor Narvaiz inquired whether the Arts Commission's <br />allocation to permanent art carries over from year to year. Rodney Cobb, <br />Director of Parks and Recreation, stated the Arts Commission has been <br />setting funds aside for permanent art and currently has $109,846.00. Mr. <br />Mihalkanin stated he feels Staff should research the process other <br />municipalities use. The Council agreed by consensus for the Arts <br />Commission to seek permanent art and to amend the Arts Commission <br />lordinance to require fifty percent of their budget be set aside for <br />permanent art. <br /> <br />Mayor Narvaiz introduced for consideration approval of three appointments <br />to the Arts Commission. Mr. Mihalkanin moved to reappoint Betty Banks and <br />Mayor Narvaiz moved to appoint Mary Mikel Stump, which passed unanimously. <br />The remaining appointment will be rescheduled. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Thomaides <br />stated he and Mayor Narvaiz attended a luncheon hosted by Representative <br />Patrick Rose and other legislative leaders. He stated the discussion of <br />future issues facing San Marcos and surrounding communities was presented. <br />2) Mayor Narvaiz stated she attended the CTMC Gala, which raised <br />$87,000.00 for screening mammograms. 3) Mayor Narvaiz stated she was part <br />of a book discussion regarding hatred, which was held at the Library. She <br />stated she felt this was very enlightening and was impressed with the <br />articulation of the participants. 4) Mayor Narvaiz stated the Chamber of <br />Commerce is holding their annual Banquet. She stated any Council Member <br />wanting to attend should contact Ms. Womack. 5) Mayor Narvaiz stated she <br />had several items on her calendar. She stated a date is needed for a <br />Joint Workshop with the different entities regarding infrastructure. Mr. <br />Mihalkanin stated he feels the Council should hold individual meetings <br />IWith each entity due to scheduling problems. Mayor Narvaiz stated these <br />meetings will need to be held in early 2005. 6) Mayor Narvaiz stated a <br />TIF Workshop is scheduled before the Regular Meeting on October 25, 2004 <br />
