Laurie Anderson, Director of the Engineering Department, stated <br />this Ordinance addresses two issues. She stated the first issue is <br />changing the right-of- way requirements of the City for different street <br />designations. She stated the street designation was based upon the <br />Transportation Master Plan, which the Transportation Advisory Board <br />identified as adequate right-of-way as the community grows, so the City <br />can construct facilities to provide ultimate capacity. She stated the <br />other issue is to adopt the Thoroughfare Plan. She stated the <br />Thoroughfare Plan is the overall guideline, which will help the City <br />establish those roadway alignments. She also stated in the Thoroughfare <br />Plan, McCarty and Centerpoint are identified as major arterials, so as <br />development occurs, the City can obtain adequate right-of-way. Mr. <br />Mihalkanin inquired whether this Thoroughfare Plan can be amended <br />following certain procedures without reopening all the issues of the <br />Thoroughfare Plan. Ms. Anderson stated she feels it would be easy to <br />amend if the City can show a process which was generated by and with <br />public support, and not solely driven on Staff recommendations. Mr. <br />O'Leary stated there is a case study on the right-of-way cost for Post <br />Road included with this Ordinance. He stated at the top of this chart is <br />the cost of right-of-way for undeveloped property and developed property <br />on Post Road or the widening of Post Road. He stated this chart shows the <br />Icost of acquisition of right-of-way before and after the Thoroughfare <br />Plan. He stated instead of taxpayers having to pay for right-of-way, the <br />City will require developers to provide right-of-way early in the process. <br />Mr. Thomaides stated when the City has to acquire right-of-way it is very <br />expensive. He stated the right-of-way the City will acquire will also be <br />used for pedestrian options for our community.
