Laurie Anderson, Director of the Engineering Department, stated this Ordinance addresses two issues. She stated the first issue is changing the right-of- way requirements of the City for different street designations. She stated the street designation was based upon the Transportation Master Plan, which the Transportation Advisory Board identified as adequate right-of-way as the community grows, so the City can construct facilities to provide ultimate capacity. She stated the other issue is to adopt the Thoroughfare Plan. She stated the Thoroughfare Plan is the overall guideline, which will help the City establish those roadway alignments. She also stated in the Thoroughfare Plan, McCarty and Centerpoint are identified as major arterials, so as development occurs, the City can obtain adequate right-of-way. Mr. Mihalkanin inquired whether this Thoroughfare plan can be amended following certain procedures without reopening all the issues of the Thoroughfare Plan. Ms. Anderson stated she feels it would be easy to amend if the City can show a process which was generated by and with public support, and not solely driven on Staff recommendations. Mr. O'Leary stated there is a case study on the right-of-way cost for Post Road included with this Ordinance. He stated at the top of this chart is the cost of right-of-way for undeveloped property and developed property on Post Road or the widening of Post Road. He stated this chart shows the Icost of acquisition of right-of-way before and after the Thoroughfare Plan. He stated instead of taxpayers having to pay for right-of-way, the City will require developers to provide right-of-way early in the process. Mr. Thomaides stated when the City has to acquire right-of-way it is very expensive. He stated the right-of-way the City will acquire will also be used for pedestrian options for our community. The Council then voted unanimously for adoption of the Ordinance on emergency. Mayor Narvaiz introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 13.49 ACRES, MORE OR LESS, LOCATED TO THE NORTHEAST OF THE PROPOSED COTTONWOOD CREEK DEVELOPMENT IN THE 2500-4500 BLOCKS OF STATE HIGHWAY 123 SOUTH (COTTONWOOD CREEK TRACT) j APPROVING A SERVICE PLAN FOR THIS TRACT j AND INCLUDING PROCEDURAL PROVISIONS. Mr. Diaz moved for approval of the Ordinance on first reading, and Mr. Bose seconded the motion, which passed unanimously.
