<br />130. <br /> <br />Regular Meeting <br /> <br />October 11, 2004 <br /> <br />Page 8 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 111.411 ACRES, MORE I <br />OR LESS, LOCATED IN THE 2600-3000 BLOCKS OF OLD BASTROP HIGHWAY (HIGH <br />SCHOOL TRACT) j APPROVING A SERVICE PLAN FOR THIS TRACTj AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Bose moved for approval of the Ordinance on first reading, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 14.006 AND 14.008 OF THE CITY CODE TO EXEMPT <br />HABITAT FOR HUMANITY, SAN MARCOS, TEXAS CHAPTER, FROM CONSTRUCTION <br />PERMIT FEESj INCLUDING PROCEDURAL PROVISIONSj AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mr. Thomaides moved for approval of the Ordinance on first reading, and <br />Mr. Diaz seconded the motion. Mr. O'Leary stated the San Marcos Chapter <br />of Habitat for Humanity is requesting a waiver of all future construction <br />related permit fees. He stated the San Marcos Chapter of Habitat for <br />Humanity builds two to three homes a year. Mr. Mihalkanin stated he feels I <br />future Councils will not be able to undue this Ordinance if it is made <br />permanent. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Special Meeting held September 27, 2004, approval of minutes of the <br />Regular Meeting held September 27, 2004, approval of minutes of the <br />Special Meeting held October 4, 2004, approval of two Ordinances on second <br />reading, and adoption of seven Resolutions, on consensus. The Council <br />removed Items 23 and 25, adoption of Resolutions, to be considered <br />separately. Mr. Thomaides moved for approval of minutes of the Special <br />Meeting held September 27, 2004, approval of minutes of the Regular <br />Meeting held September 27, 2004, approval of minutes of the Special <br />Meeting held October 4, 2004, approval of two Ordinances on second <br />reading, and adoption of the remaining five Resolutions, on consensus, and <br />Mr. Diaz seconded the motion, which passed unanimously (Mr. Mihalkanin <br />abstaining from Item 24, adoption of Resolution regarding Texas State <br />University) The captions of the Ordinances and Resolutions read as <br />follows: <br /> <br />Approval of Ordinances on second reading: I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY CODE TO CHANGE THE APPOINTMENT SCHEDULE FOR CITY <br />
