<br />ANNEXATION SERVICE PLAN <br />Cape's Camp <br />(And City Sewerage Treatment Plant) <br /> <br />INTRODUCTION <br /> <br />City Council directed City staff to conduct a report in conformance <br />with the State of Texas House Bill Number 1952 regarding the <br />annexation of that area known as Cape's Camp. This area was one <br />of ten (10) suggested as land suitable for annexation by the <br />Planning and Zoning Commission. <br /> <br />ANNEXATION POLICY <br /> <br />It should be established as a policy of the City of San Marcos to <br />annex those areas which: (1) are ready for development; (2) have <br />a favorable impact on the City's revenue structure; and (3) will <br />strengthen the tax base of the City. Further, it is the intent of <br />the City that undeveloped land be considered for annexation when <br />it is within close proximity to the City, it would aid the City's <br />growth pattern and development, or when annexation is required to <br />guard against uncontrolled development. <br /> <br />JURISDICTION <br /> <br />The subject property is within the exclusive extraterritorial <br />jurisdiction of the City of San Marcos and not subject to annexa~ <br />tion by any other city. In January 1981, the City had a current <br />area of 14.12 square miles or 9,035.07 acres, with an annexation <br />allowable of 1,131.64 acres. The site under consideration is <br />adjacent to the city limits of the City of San Marcos on all but <br />approximately 175 feet of its perimeter. <br /> <br />AREA DESCRIPTION <br /> <br />The subject Cape's Camp area is located south of IH-35, west of <br />River Road, north of State Fish Hatchery property, and east of <br />McKie Street/County Road. There are approximately 153.00 acres <br />in the area of study. Currently, there are no new or proposed <br />developments within this area. The majority of the area is <br />agricultural in use with four (4) residential and two (2) <br />commercial structures located within its boundaries. The base <br />flood elevation for this area varies from approximately 575 mean <br />sea level to 577 mean sea level. <br />
