<br />d. Erosion prevention techniques as referenced in "Erosion <br />and Sediment Control Guidelines for Developing Areas in <br />Texas" will be utilized to obtain drainage objectives <br />for channelization and overland flow. <br /> <br />(2) The report and plan for erosion control and restoration <br />measures shall comply with the Soil Conservation Service <br />manual titled "Erosion and Sediment Control Guidelines for <br />Developing Areas in Texas". <br /> <br />(3) The Director of Public Works, or his designated <br />representative, may modify the approved erosion control and <br />construction sequencing plans upon written notice <br />forty-eight (48) hours in advance to the holder of a site <br />development permit when new information reveals a latent <br />condition or evidence that there was a serious deficiency in <br />the approved plan which makes the controls and/or sequencing <br />approved inadequate because of said new information. The <br />holder of the site development permit shall have the right <br />to appeal the decision to modify the approved erosion <br />control and construction sequencing plans to the Director of <br />Public Works; provided, however, that all work being done <br />pursuant to said site development permit shall cease for the <br />duration of the appeal. If dissatisfied with the decision <br />of the Director of Public Works, the holder may appeal the <br />decision to the City Manager; further appeals shall be made <br />to the City Council; provided, however, that said cessation <br />of work shall continue for the duration of the appeal. <br /> <br />C. Runoff attenuation. <br /> <br />(1) All drainage channels on the site shall be designed to <br />minimize potential erosion. <br /> <br />(2) All constructed and altered drainage channels shall be <br />stabilized and vegetated immediately after final grading. <br /> <br />(3) The rate of runoff after construction shall be equal to or <br />less than the site's runoff prior to construction. Rate of <br />runoff shall be computed on a 25-year storm peak flow using <br />the City of Austin Drainage Criteria Manual as of the <br />effective date of this ordinance. <br /> <br />D. Wastewater collection and disposal. <br /> <br />(1) Organized Sewer Systems. All construction of sewer systems <br />within developments which require compliance with this <br />ordinance shall comply with the special standards of Sec. <br />VII-B of the City of Austin manual, "Standard Specifications <br />for Water and Wastewater Util ity Construction" as of the <br />effective date of this ordinance. If the system is over the <br />Edwards Recharge Zone, construction standard specifications <br />for wastewater will be done in accordance with the Texas <br />Water Development Board Edwards Rule. <br /> <br />7 <br />
