<br />(2) Individual Disposal Systems. Unsewered lots overlying the <br />Edwards Aquifer Recharge Zone shall use sewage disposal <br />systems that are installed in accordance with the <br />requirements of the Texas Water Development Board Edwards <br />Rule. <br /> <br />E. Street and drainage improvements. <br /> <br />Plans for street and drainage improvements located within <br />developments which require compliance with this ordinance shall <br />be designed with runoff computed on the basis of a 25-year <br />frequency rainfall in accordance with the City of Austin Drainage <br />Criteria Manuals of the effective date of this ordinance. <br /> <br />F. Impervious cover requirements. <br /> <br />No person shall develop land, tracts, parcels or lots requiring <br />compliance with this ordinance for the City of San Marcos, Texas, <br />having a slope of 15% gradient or greater, or having highly <br />erodible soils, as identified in Appendix 3, so as to create <br />impervious cover in excess of 35% on slopes from 15% gradient to <br />25% gradient, or in excess of 20% on slopes over 25% gradient, <br />except in accordance with Section 5. The maximum impervious <br />cover percentage requirement shall only apply to those areas on a <br />parcel of land that are not covered with impervious cover as of <br />the effective date of this ordinance. The impervious cover <br />requirement will pertain to all area within the development which <br />is shown to be on 15% slope or greater by topographical survey <br />performed by a registered surveyor. Those areas within the <br />development which are not on slopes of 15% or greater will be <br />able to be developed to the maximum allowed under applicable <br />laws. <br /> <br />Slope contours will be based on existing topography at the time <br />of the effective date of the ordinance. <br /> <br />Section 5. Alternative strategies. <br /> <br />Notwithstanding any other requirements of this chapter, the developer <br />or builder on any lot, parcel, development or subdivision that is <br />required to comply with this ordinance may elect to use any <br />alternative strategies that are certified by an engineer and accepted <br />by the Director of Public Works, or his designated representative, as <br />having an impact from the rate of stormwater runoff and erosion less <br />than or equal to that which occurred prior to development. <br /> <br />A. An applicant may use alternative control strategies to those <br />required by this chapter upon approval of those strategies by the <br />Director of Public Works, or his designated representative. <br /> <br />B. The Director of Public Works, or his designated representative, <br />shall rule on the appropriateness of the alternative control <br />strategies within fifteen (15) working days after the applicant <br />has filed his/her request with the Director of Public Works, or <br />his designated representative, and has submitted all necessary <br />supporting data. <br /> <br />8 <br />
