<br />1.2 TASK 1- DATA GATHERING, LEGALIREGULATORY REVIEW, AND INITIAL <br />POLICY COORDINATION <br /> <br />The Consultant will: <br /> <br />1.2.1 Provide specificity on data format and advise any assigned City staff in the extraction of <br />needed data. <br /> <br />1.2.2 Conduct initial coordination workshop to include: <br />a. Taking alternate courses of action or developing reasonable estimates in the event <br />necessary data is not readily available. <br />b. Discussion of key legal and regulatory issues facing the City concerning rate and fee- <br />setting and fmancial accounting practices to include a review of any relevant provisions <br />of the San Marcos City Charter, Chapter 402 of the Texas Local Government Code, <br />Chapter 13 of the Texas Water Code, Governmental Accounting Standards Board rules, <br />EP A guidelines on wastewater cost recovery, TCEQ and EAA rules on municipal water <br />conservation and drought management programs as they affect water rates, and TCEQ <br />rules on reclaimed water sales. <br />c. Discussion of the legal and regulatory aspects related to the cost of service, cross- <br />subsidies, fund transfers, out-of-city and wholesale service, and water conservation that <br />will be pertinent in the eventual cost rate design. <br />d. Discussion of possible City goals to promote economic development, acknowledge low <br />or fixed-income needs, conserve water, or other City policy goals. <br />e. Discussion of alternative rate design concepts as they affect meeting goals of legal and <br />regulatory compliance, ease of administration, and ability to effectively communicate the <br />rate structure to consumers. <br /> <br />1.3 TASK 2 - CUSTOMER USE PATTERNS AND CUSTOMER CLASS DISTINCTIONS <br /> <br />The Consultant will: <br /> <br />1.3.1 Using information from the City's utility customer billing database, examine historical <br />trends in water supply volumes and various customer characteristics including number of customers <br />by type, total billed water use by volume and customer class, water use by use block, and base and <br />seasonal billed water use by customer class and average connection. If there is customer use <br />information outside of the City's customer billing database, such as forreclaimed water or wholesale <br />customers, Consultant will also access and evaluate that information. <br /> <br />1.3.2 Gather and assess information on utility plant production (water pumped, diverted or <br />purchased and wastewater treated) volumes by month (and peaking period) over time. <br /> <br />1.3.3 Gather rainfall data and determine if there is a reasonable correlation between rainfall and <br />water sales such that this information might have predictive value in anticipating the pending years <br /> <br />HDRRate DesÎgn.wpd <br /> <br />2 <br />
