<br />1.10 TASK 9- FINANCIAL ACCOUNTING PRACTICES <br /> <br />The Consultant will: <br /> <br />1.10.1 Review the City's revenue, expense, and cost accountin~ recordin~ processes with respect <br />to ~enerally accepted accountin~ practices (GAAP), standard industry methods, and from our <br />experience with many other Central Texas communities to determine if current practices are <br />appropriate and recommend changes, if needed. <br /> <br />1.11 TASK 10 - USER MANUAL AND TRAINING <br /> <br />The Consultant will: <br /> <br />1.11.1 Develop and supply to the City a Users Manual for the spreadsheet model that will identify <br />model use, capabilities and limitations; data inputs and data sources; and technical methodology and <br />key assumptions. The Users Manual will recommend an annual process of data maintenance and <br />model output review to keep the model current and staff and management aware of possible needs <br />for changes in rate structure design or levies. <br /> <br />1.11.2 In addition to workin~ closely with designated utility staff durin~ the course of the study, <br />provide two ei~ht-hour trainin~ sessions for the selected City staff. The trainin~ will include an <br />introductory session on model capabilities, uses, and limitations for both decision-makers and the <br />model operator(s), and a subsequent session on detailed technical aspects of the model, use and <br />maintenance. <br /> <br />1.12 TASK 12 - COORDINATION AND REPORTING <br /> <br />The Consultant will: <br /> <br />1.12.1 Coordination. Provide close coordination with City staffthrou~h regular phone and e-mail <br />communications, work visits, and six scheduled coordination meetin~s, workshops, or presentations <br />at key milestones in the effort as identified in the Anticipated Study Schedule (Attachment A). As <br />identified, some of the efforts are for initial coordination and to better define study direction, other <br />meetin~s are for assessin~ draft results and options facin~ the City, while other coordination is for <br />presenting results to City decision-makers and for transferring the model capability to the City. <br /> <br />1.12.2 Reporting. Prepare 20 copies each of the draft and fmal assessment reports and provide a <br />camera-ready copy to the City. The draft report will contain supportin~ technical details and an <br />Executive Summary suitable for utility mana~ement, City Council, and stakeholder communication. <br />Based on subsequent comments and City direction, the Consultant will make any reasonable <br />requested changes to the model framework or rate recommendations, and revise the report Summary <br />to fmal form. <br /> <br />HDRRate Design.wpd <br /> <br />8 <br />
