<br /> <br />119 <br /> <br />ORDINANCE NO. 1982-41 <br /> <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, SETTING FORTH <br />AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING, EACH ADMINISTRATIVE UNIT OF <br />THE MUNICIPAL GOVERNMENT OF SAID CITY FOR <br />THE FISCAL YEAR BEGINNING ON OCTOBER 1, <br />1982, AND ENDING ON SEPTEMBER 30, 1983, <br />AND APPROPRIATING MONEY FOR THE VARIOUS <br />FUNDS AND PURPOSES OF SUCH ESTI~ffiTE; <br />APPROPRIATING MONEY TO PAY INTEREST AND <br />PRINCIPAL SINKING FUND REQUIREMENTS ON ALL <br />OUTSTANDING INDEBTEDNESS; PROVIDING A <br />SAVINGS CLAUSE FOR THE REPEAL OF ALL OR- <br />DINANCESAND APPROPRIATIONS IN CONFLICT <br />WITH THE PROVISIONS OF THIS ORDINANCE AND <br />DECLARING AN EMERGENCY. <br /> <br />WHEREAS, pursuant to the requirement of Section 8.07 of <br />the Charter of the City of San }1arcos, Texas, the City Council <br />of said City held a public hearing on August 16, 1982, on <br />the budget proposed by the City Manager for said City for the <br />fiscal year beginning October 1, 1982; and, <br /> <br />WHEREAS, at said public hearing all interested persons <br />were given an opportunity to be heard for or against any item <br />or the amount of any item therein contained; and, <br /> <br />WHEREAS, notice of said public hearing and a general <br />summary of the proposed budget were published in the San }1arcos <br />Daily Record, a newspaper of general circulation in the City <br />of San Marcos, on August 6, 1982, said date of said notice being <br />at least ten (10) days before the date of such hearing; and, <br /> <br />WHEREAS, at least fourteen (14) days have elapsed since <br />said public hearing on said budget; and, <br /> <br />WHEREAS, public hearings to consider proposed uses of <br />Revenue Sharing Entitlement No. 14 Funds were held on August 2, <br />1982, and August 16, 1982; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, <br />TEXAS: <br /> <br />SECTION 1. That the appropriation for the ensuing fiscal <br />year beginning October 1, 1982, and ending September 30, 1983, <br />for the different administrative units and purposes of the City <br />of San Marcos, Texas, be fixed and determined in accordance with <br />the expenditures shown in The City of San Marcos Program and <br />Budget 1982-1983, a copy of which shall be filed with the person <br />performing the duties of City Secretary and which is incorporated <br />herein for all intents and purposes, and that said budget be, <br />and the same is hereby, finally approved and adopted. <br /> <br />SECTION 2. That the distribution and division of the above <br />named appropriations be made in accordance with the budget of <br />expenditures submitted by the City Manager, revised by the City <br />Council in accordance with the provisions of the City Charter <br />and adopted by the City Council. <br /> <br />SECTION 3. That there is hereby appropriated the amount <br />shown in said City of San Marcos Program and Budget 1982-1983 <br />necessary to provide for a sinking fund for the payment of the <br />principal and interest and the retirement of the bonded debt of <br />said City. <br />
