<br />SECTION 4. Should any part, portion, section or part <br />of a section of this ordinance be declared invalid or inoperative <br />or void for any reason by a court of competent jurisdiction, <br />such decision, opinion or judgment shall in no way effect the <br />remaining portions, parts, sections or parts of a section of <br />this ordinance, which provisions shall be, remain and continue <br />to be in full force and effect. <br /> <br />SECTION 5. That all ordinances and appropriations for <br />which provision has heretofore been made are hereby expressly <br />repealed if in conflict with the provisions of this ordinance. <br /> <br />SECTION 6, That the importance of this Ordinance creates <br />an emergency and an imperative purpose necessary that the <br />provisions of the Charter requiring all ordinances be read at <br />three separate meetings and that no ordinance shall become <br />effective until the expiration of ten (10) days following the <br />date of its final passage, be suspended, and this ordinance <br />shall take effect and be in full force and effect from and after <br />its adoption and publication in a newspaper of general circulation <br />within the city. <br /> <br />PASSED, APPROVED AND ADOPTED this 7th <br />1982. <br /> <br />day of September <br /> <br /> <br /> <br />Emmie Craddock <br />Mayor <br /> <br />Attest: <br /> <br /> <br />s K.
