<br />I <br /> <br />I <br /> <br />3. GENERAL SPECIFICATIONS <br /> <br />I <br /> <br />A. INTRODUCTION: The City of San Marcos (the "City") is requesting proposals from <br />qualified firms for telecommunications services. This Request for Proposals ("RFP") <br />outlines the functional, operational, and minimum technical parameters of the required <br />services and the technical specifications concerning installation, performance, and contract <br />conditions required for this installation. The successful proponent will furnish, install and <br />warrant all equipment, cable, tools, labor, materials and services necessary for the proper <br />"Turnkey" installation for local, long distance, and/or point-to-point T1 services; as well as <br />any required peripheral equipment for the duration of the resulting contract. Proposals will <br />include all costs required to design, provide, install, document, and maintain the required <br />services in accordance with these specifications. Regardless of the types of services(s) <br />proposed, all proponent responses must be submitted on the official Response Form <br />attached to this document. Proponents will provide the City with a totally operable solution <br />in accordance with the intent of this RFP, and will be responsible for all items required to <br />complete project at the price proposed, regardless of discrepancies or omissions which <br />may be found in detailed itemizations. <br /> <br />B. BACKGROUND: Communications Consulting Group, Inc.("CCG") has been retained <br />by the City to establish the specifications for the RFP and to perform all technical and <br />administrative services related to preparation, evaluation, coordination, and implementation <br />of the project. The City is reviewing its' local and long distance requirements to ensure that <br />the most reliable and cost-effective services are implemented throughout the City's <br />network. Additionally, the City has three Point-to-Point T1 Spans that are included within <br />the scope of this RFP. CenturyTel is the current service provider for local, long distance, <br />and point-to-point T1 'so The City owns a fiber optic network within San Marcos. The fiber <br />optic network is currently utilized for inter-switch connectivity and is not part of this RFP. <br /> <br />1. Existinq Local Services: Local services includes two T1 Primary Rate Interface <br />("PRi") spans, 9 Blocks of 100 Direct Inward Dial ("DID") Numbers, Incoming DID <br />Trunks, and Ground Start Trunks for Public Branch Exchange ("PBX") use. The <br />City has four Nortel PBX sites. All four sites are networked together to provide <br />centralized services at the Municipal Building location. Centralized services include <br />Long Distance, Voice Mail, Call Accounting, and Attendant Answering.
