RESOLUTION NO. 2012 - 09 R <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO <br />REPRESENT THE CITY OF SAN MARCOS IN ITS APPLICATION FOR <br />A GRANT FROM THE BUREAU OF RECLAMATION FOR <br />DEVELOPMENT OF A FEASIBILITY STUDY UNDER THE TITLE XVI <br />WATER RECLAMATION AND REUSE PROGRAM; TO ENTER INTO A <br />CONTRACT WITH THE BUREAU OF RECLAMATION IF AWARDED; <br />TO WORK WITH THE BUREAU OF RECLAMATION TO MEET <br />ESTABLISHED DEADLINES FOR ENTERING INTO A COOPERATIVE <br />AGREEMENT; AND COMMITTING FUNDS FROM THE ADOPTED <br />FY2011 -2012 CITY BUDGET; AND PROVING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos is a home -rule municipality with all powers enabled to it <br />by the State Legislature under Chapter 51 of the Local Government Code. <br />2. The City of San Marcos provides water and wastewater utility services for the <br />public health and safety of the Citizens of San Marcos that are, in part, dependent upon the <br />reliability of the Edwards Aquifer. <br />3. The City of San Marcos continues to play an active role in the development of <br />water supplies to meet the existing and future needs of the region. <br />4. The City supports the evaluation of reclaimed water as an alternative water source <br />with the potential of enhancing the regional environment. <br />5. The Bureau of Reclamation's WaterSMART (Sustain and Manage America's <br />Resources for Tomorrow) program establishes a framework for federal assistance on the efficient <br />use of water. <br />6. The Bureau of Reclamation's Title XVI Water Reclamation and Reuse program is <br />an important part of WaterSMART. <br />7. The Title XVI program provides financial assistance in the development and <br />supplementing urban water supplies through water reuse. <br />8. The Bureau of Reclamation has issued a funding opportunity announcement <br />inviting proposals for federal cost sharing for the development of water reuse feasibility studies. <br />9. The City of San Marcos recognizes the importance of conservation in the use of <br />groundwater from the Edwards Aquifer. <br />10. The City of San Marcos recognizes the importance of conservation in the use of <br />water supplies in the South Central Texas Region. <br />
