spaces located on real property (the "Property") owned by the County adjacent to the Hays County

Courthouse. The County agrees to designate handicapped parking spaces and to restrict the time a

vehicle may remain parked on the Property in the remaining spaces to two hours. Vehicles parked

in time restricted spaces longer than two hours, improperly parked or violating handicapped parking

regulations may be issued a citation by the City. The penalties for violating parking regulations on

the Property are the same as are outlined in Chapter 82 of the San Marcos City Code. A separate

violation shall be deemed committed for each period of time that a vehicle remains parked in a time

restricted parking space regardless of whether the violations occur on a single day or at the same

location. The City agrees to enforce these restrictions in accordance with similar regulations

contained in the San Marcos City Code.

ARTICLE V.
5.01. The County agrees to issue only 35 numbered permits for vehicles authorized by the County

to be exempted from enforcement of the two-hour parking restriction identified above. These permits

shall be attached to the inside of the vehicle's front windshield just below the rearview mirror of the

vehicle or in the absence ofa rearview mirror, at the location where a mirror is normally placed on

vehicles so equipped. A vehicle not displaying a valid permit in accordance with this Article is not

exempted from compliance with the parking regulations outlined in Article IV.

ARTICLE VI.

6.01. It is expressly agreed that all revenues from fees and fines for parking violations will accrue

to the City and no payments by the County to the City or the City to the County will be made. The

City and the County specify that the governmental functions or services provided for by this

Agreement are to be paid from current revenues available to the parties and any fees and fines

-2-
