<br />84. <br /> <br /> <br />City of San Marcos <br />Flood Mitigation Assistance Program <br />(Funded through the Department of Housing and Urban Development - Community Development Block Grant Program) <br /> <br />Persons Eligible to Receive Flood Mitigation Assistance <br /> <br />1. Must have sustained damage in excess of 50% of the fair market value of the home prior to the October 17. <br />1998 flood <br />- provide contractor's scope of work and cost estimate for all flood related repairs, or <br />- provide insurance adjuster's estimate of the cost of all flood-related repairs, and <br />- provide either tax appraisal or independent appraisal of the pre-flood fair market value <br /> <br />2. Must be located within the 100-year floodplain as defined on the most recent flood insurance rate maps; <br />- verify with the City's Engineering Department that the property is located within the 100-year <br />floodplain, and <br />- based on repair costs and market values, a determination is made that reconstruction cannot be done <br />without mitigation <br /> <br />3. Must be of low or moderate income <br />- the Department of Housing and Urban Development defines low to moderate income as no more than <br />80% of the median household income for the Austin - San Marcos M.SA (see attached chart) <br />- provide verifiable information regarding income (prior year's tax return, etc.) <br />- provide information regarding number of persons in household <br /> <br />4. Preference shall be given to homes that are owner-occupied <br /> <br />Eligible Costs Covered under the Flood Mitigation Assistance Program <br /> <br />1. Costs associated with the raising the finished floor elevation of homes to be at or above the base level of the <br />100-year storm event as indicated on the most recent Flood Insurance Rate Maps <br /> <br />2. Surveying costs associated with determining the required floor elevation and providing the required surveying <br />certification for floodplain ordinance compliance <br /> <br />3. The cost of raising services such as plumbing, mechanical or electrical due to the new elevation of the house <br /> <br />4. The cost of demolishing a structure provided the structure is not rebuilt on the lot or is rebuilt in compliance <br />with the floodplain regulations <br /> <br />5. Cost associated with the public purchase of the property <br /> <br />6. Cost associated with the relocation of the structure to a lot located outside of the floodplain <br /> <br />Application Process <br /> <br />1. Complete a one-page application form with the following information: <br />- Name <br />- Address of subject property <br />- Are you the owner of this property? <br />
