19. Consider approval of Ordinance 2012 -06, on the first of two readings, amending Section <br />14.292 (18) of the San Marcos City Code that prohibits Sub - Metering of Electrical Service <br />to provide an exception for Portable Food Service Locations; including procedural <br />provisions; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance 2012 -06, as <br />previously captioned. The motion carried unanimously. Council provided direction to Staff to <br />place a discussion item on a future agenda regarding the screening of food service trailers. <br />20. Consider approval of Ordinance 2012 -07, on the first of two readings, amending <br />various sections of Chapter 86, Utilities, Article 2, Water, Division 2, Conservation, <br />including adding definitions under Section 86.056, adding a director's determination for <br />implementation of Drought Response Stages under section 86 058, modifying restrictions <br />applicable to irrigation, vehicle washing and swimming pools during applicable stages of <br />drought response under sections 86.059, 86.060, 86.061 and 86.062, allowing residential <br />water customers to request a change to their designated weekday for restricted water uses <br />day during drought response stages 2 and 3 under section 86.064-1 and adding a new <br />section 86.064 -2 to provide for a variance from certain watering restrictions for new <br />landscape; providing a savings clause; providing for the repeal of any conflicting <br />provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Mayor <br />Guerrero, the City Council voted (7) for and (0) opposed, to postpone action on Ordinance 2012- <br />07 until Council has had a workshop on the issue. The motion carried unanimously. <br />21. Consider approval of Resolution 2012 -03R approving a Ground Lease of Property at <br />the San Marcos Municipal Airport with Specialized Aero, LLC. for a ten (10) year primary <br />term with four five -year options to renew ( "Ground Lease "); approving Amendment No 1 <br />to Lease Property for use as an FAA Repair Station located at 2285 Airport Drive at the <br />San Marcos Municipal Airport with Specialized Aero, LLC. dated August 2, 2011 <br />extending the primary term ( "Lease Amendment No. 111); authorizing the City Manager to <br />execute both the Ground Lease and Lease Amendment No. 1; and declaring an effective <br />date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Becak, the City Council voted (7) for and (0) opposed, to approve Resolution 2012 - <br />03R, as previously captioned. The motion carried unanimously. <br />22. Receive a Staff presentation and hold discussion regarding information related to the <br />Power Supply Market and options available to the City of San Marcos. <br />Tom Taggart, Director of Public Services, provided an educational overview regarding the <br />Power Supply Market and the options available to the City. <br />23. Receive presentation from Cemetery Commission Representative and hold discussion <br />regarding the capacity and future of the City Cemetery, and provide to Staff. <br />
