<br />R WRDG participants in intraR WRDG critical period transfers shall at all times be <br />voluntary. RWRDG participants shall have the right to obtain groundwater withdrawal <br />rights to cover their needs during critical periods outside of the R WRDG only if the <br />R WRDG is unable to satisfy the participant's needs through any of the methods set forth <br />herein.
