<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />The Mayor introduced for consideration appointments to the Airport
<br />Commission and stated that 6 nominations had been made: Jake
<br />Krauskopf, Gordon Thompson, Eddie Rincon, Charles Cole, Jack Stovall,
<br />and George Gilbert. A question was brought up concerning the adding
<br />of two names for consideration of appointment to the Airport
<br />Commission after the agenda packets were distributed. Mr. Breihan
<br />suggested that the Council should be informed a week ahead of the
<br />deadline to submit names for nomination to the different Boards.
<br />The Mayor requested each member vote for 4 nominees. On roll call,
<br />the following vote was recorded:

<br />Mr. Breihan made a statement commending Jack Stovall and George
<br />Gilbert for their prior service on the Airport Commission. Mr. Harvey
<br />Shephard asked a general question of the Council concerning reappointing
<br />someone to the Airport Commission with a history of bad attendance.
<br />Mr. Sutton made a statement defending the Council's decision and
<br />said the new Commission should be given a chance.

<br />The Mayor introduced for consideration a report on the Bishop Street
<br />Improvement Program. The City Manager presented a slide presentation
<br />showing the condition of Bishop Street between Hopkins and Ranch Road
<br />12. Mr. Sutton asked if the Staff was going to change the original
<br />project. Mr. Gonzalez said that he was going to go over 5 options
<br />for Bishop Street since there was quite a shortage of money between
<br />what the City had funded for the project ($318,000) and the cost
<br />estimate for a two-lane road ($900,000) and a four-land road ($1.5 mil.).
<br />The Staff reports are attached and made a part of these minutes.
<br />A discussion followed concerning the project. Mr. Cavazos moved to
<br />place the item on the agenda for next Monday night. Mr. Tenorio
<br />seconded the motion. Mr. Cavazos was opposed to amending the motion
<br />to allow citizens to speak to the Council concerning this project.
<br />It was decided by common consent that only neighborhoods directly
<br />affected by the project would be allowed to speak to Council. The
<br />motion passed unanimously.
