A discussion followed concerning the problem of obtaining <br />right-of-way that might be needed for future needs. Mr. Cavazos <br />moved the Ordinance be approved on an emergency basis. Mr. Tenorio <br />seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration Bishop Street improvements. I <br />Mr. Sutton read a letter from citizens living in the Bishop St. <br />area, t~e Southwest Hills & Oak Heights Neighborhood Associations <br />which stated their priorities for the improvements. Mike Gossett <br />appeared before the Council and stated his requests for the use of <br />the money. Karl Brown, representing Oak Heights, also presented a <br />request for improvements. Ken Moss of the Southwest Hills Neighborhood <br />Association, made a statement concerning the importance of center <br />striping the street. Mayor Hansen stated that the main priorities <br />were to improve the drainage and to proceed with resurfacing the road <br />as a two-lane street which could be widened in the future. A discussion <br />followed among the Council Members concerning their feelings on these <br />improvements. The Mayor said the item should be bid on a per foot <br />basis and that the problem of the hump in the road should be bid <br />separately. <br /> <br />The Mayor introduced for consideration a status report on a strip of <br />land lying between Farm Lots 15 & 16 of the Original Town of San Marcos, <br />between Hopkins & Belvin Streets, to consider recognizing it as a <br />public street. Mr. Sutton moved to deny considering this a public <br />street. He then amended his motion to consider it a public alley. <br />Mr. James seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution having the <br />following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE I <br />CITY OF SAN MARCOS, TEXAS, APPROVING AN <br />AGREEMENT BETWEEN SAID CITY AND THE STATE <br />OF TEXAS FOR THE INSTALLATION, CONSTRUCTION, <br />EXISTENCE, USE, OPERATION AND MAINTENANCE <br />OF TRAFFIC SIGNALS AT THE INTERSECTIONS OF THE <br />EAST AND WEST ACCESS ROADS TO INTERSTATE HIGHWAY <br />35 AND STATE HIGHWAY 80 AND AUTHORIZING THE <br />MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT <br />AND TRANSMIT SAID AGREEMENT TO THE STATE OF <br />TEXAS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Breihan moved the Resolution be adopted. Mr. James seconded the <br />motion which passed unanimously. <br /> <br />The Mayor introduced for consideration authorization to purchase <br />two compact cars. Tery Roberts made a statement before Council <br />stating that Chuck Nash had submitted the low bid of $7,544.62. <br />Mr. Cavazos moved to approve this purchase. Mr. James seconded <br />the motion which passed unanimously. Mr. James moved to approve <br />the bidding of two compact cars and three full size pick-ups. Mr. <br />Cavazos seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution with the <br />following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING THAT <br />RESOLUTION ADOPTED JANUARY 14, 1980, WHICH <br />ORDERED THE REGULAR CITY ELECTION TO BE HELD <br />APRIL 5, 1980 BY PROVIDING FOR THE ELECTION <br />OF A COUNCIL MEMBER FOR PLACE THREE; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />I <br />
