The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval of the Minutes of the Regular Meeting held February 11, 1980. Mr. Cavazos moved the Minutes be approved. Mr. James seconded the motion, which passed unanimously. The Mayor introduced for consideration appointments to the Master Plan Blue Ribbon Committee. Mr. Sutton stated that he felt the new Council Member to replace Mr. Hyatt should be allowed to name the appointments which would have been made by Mr. Hyatt. Mr. Tenorio recommended that the names previously submitted by Mr. Hyatt should be honored. Mr. Cavazos moved to accept Mr. Hyatt's nominations of Gene Smith and John Stokes. Mr. Tenorio seconded the motion, which passed unanimously. Mr. Breihan moved to confirm the appointments by other Council Members for the Blue Ribbon Committee. Mr. Cavazos seconded the motion, which passed unanimously. The Council appointments are: M.E. "Bud" Walker, Harry Stewart, Bibb Underwood, Suzana Martinez, Celestino Mendez, Jake Krauskopf, John Hansen, Cooper Slay, Robby Robbins, Fred Guerra and Patty Sullivan. Mr. James moved to chanqe the time of the organizational meeting of the Blue Ribbon Committee to 7:00 p.m., Thursday, February 28. Mr. Tenorio seconded the motion, which passed unanimously. The Mayor introduced for consideration on third and final reading an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING PORTIONS OF GUADALUPE STREET, ROANOAK STREET, LYNDON B. JOHNSON DRIVE, PLEASANT STREET, PARK STREET, AND A PORTION OF AN ALLEY EXTENDING NORTHWARD AND EASTWARD FROM PLEASANT STREET AND SESSOM DRIVE, LOCATED WITHIN THE CORPORATE LIMITS OF SAID CITY; PROVIDING FOR THE REVERSION OF THE FEE IN SAID LAND; AND DECLARING AN EFFECTIVE DATE. Dr. Eugene Payne, Vice-President of Finance and Management for South- west Texas State University, addressed the Council on this issue.
