Gonzales; Francis <br />Horne; Tom Goynes; Billy Moore; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Mayor introduced for consideration approval of the Minutes of the <br />Regular Meeting held February 11, 1980. Mr. Cavazos moved the Minutes <br />be approved. Mr. James seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration appointments to the Master Plan <br />Blue Ribbon Committee. Mr. Sutton stated that he felt the new Council <br />Member to replace Mr. Hyatt should be allowed to name the appointments <br />which would have been made by Mr. Hyatt. Mr. Tenorio recommended that <br />the names previously submitted by Mr. Hyatt should be honored. Mr. <br />Cavazos moved to accept Mr. Hyatt's nominations of Gene Smith and John <br />Stokes. Mr. Tenorio seconded the motion, which passed unanimously. <br />Mr. Breihan moved to confirm the appointments by other Council Members <br />for the Blue Ribbon Committee. Mr. Cavazos seconded the motion, which <br />passed unanimously. The Council appointments are: M.E. "Bud" Walker, <br />Harry Stewart, Bibb Underwood, Suzana Martinez, Celestino Mendez, Jake <br />Krauskopf, John Hansen, Cooper Slay, Robby Robbins, Fred Guerra and <br />Patty Sullivan. Mr. James moved to chanqe the time of the organizational <br />meeting of the Blue Ribbon Committee to 7:00 p.m., Thursday, February 28. <br />Mr. Tenorio seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration on third and final reading an <br />Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ABANDONING PORTIONS OF GUADALUPE STREET, ROANOAK STREET, LYNDON <br />B. JOHNSON DRIVE, PLEASANT STREET, PARK STREET, AND A PORTION OF <br />AN ALLEY EXTENDING NORTHWARD AND EASTWARD FROM PLEASANT STREET AND <br />SESSOM DRIVE, LOCATED WITHIN THE CORPORATE LIMITS OF SAID CITY; <br />PROVIDING FOR THE REVERSION OF THE FEE IN SAID LAND; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Dr. Eugene Payne, Vice-President of Finance and Management for South- <br />west Texas State University, addressed the Council on this issue. <br />
