I I CONTRACT FOR I CONSULTING SERVICES STATE OF TEXAS COUNTY OF HAYS This Contract entered into this 10th day of March, 1980, by and between the CITY OF SAN &~RCOS, TEXAS, hereinafter called the CITY, acting by and through A. C. Gonzalez, its City Manager, duly authorized to act, and FREESE AND NICHOLS, INC., of Austin, Texas, hereinafter called the CONSULTANT. WITNESSETH, that in consideration of the covenants and agree- ments herein contained, the parties hereto do mutually agree as follows: 1. EMPLOYMENT OF CONSULTANT: The CITY hereby employs the CONSULTANT and the CONSULTANT agrees to provide professional services hereinafter set forth in connection with the review and update of San Marcos' Comprehensive Master Plan and development related ordinances and policies. 2. CHARACTER AND EXTENT OF CONSULTANT SERVICES: The CONSULTANT shall perform all the necessary services provided under this Contract in order to review, update and modify the Compre- hensive Master Plan and development related ordinances of the City of San Marcos, Texas. The CONSULTANT will be under the direction of the City Manager or his appointed representative. The CITY will be responsible for coordination and liaisoG with the Master Plan Blue Ribbon Committee, the City Council, the Planning and Zoning Commission, and the various advisory boards and interest groups. The work to be accomplished under this contract is divided into two phases and shall consist of the following: A. PHASE I: A detailed review with input from the CITY of all existing comprehensive plan elements and develop- ment related ordinances and policies, and development of a scope and procedure for the desired update. In Phase I, the following tasks will be accomplished. 1. Develop interihl subdivision ordinance. 2. Develop interim zoning ordinance. 3. Aid the staff in the approval process of 1 and 2. -1-
