<br />I <br /> <br />I <br /> <br />~ <br /> <br />4 . <br /> <br />Aid <br />and <br />a. <br />b. <br />c. <br /> <br />the staff in the appointment, <br />orientation of: <br />Neighborhood Groups <br />Blue Ribbon Committee <br />Executive Committees <br /> <br />organization <br /> <br />5. Aid the staff in the development of the scope <br />of the master plan, schedule, task assignment, <br />and Phase II scope of services. <br /> <br />6. Begin the land use element of the Master Plan <br />by accumulating and/or developing mapping and <br />land use information, and by developing the <br />strategy of the land use survey. <br /> <br />7. Begin the transportation element of the Master <br />Plan by developing the study strategy and the <br />plan for collection of traffic counts and right- <br />of-way surveys. <br /> <br />B. SUBSEQUENT PHASE: Upon satisfactory completion of Phase I, <br />a subsequent agreement will be entered into, between the CITY and <br />the CONSULTANT, for the update of selected elements of the Com- <br />prehensive Plan and development related ordinances and policies. <br /> <br />Based upon the work done in Phase I, this agreement will also <br />contain an itemized scope of services and a timetable for com- <br />pletion. <br /> <br />3. COMPENSATION TO THE CONSULTANT: <br /> <br />A. Basic Minimum Fee: Because CONSULTANT will be incurring <br />significant start-up costs in the implementation of this <br />project, the minimum compensation shall not be less than <br />$50,000 (Fifty Thousand Dollars). <br /> <br />B. Phase I: The tasks to be accomplished in Phase I, as <br />listed in Section 2A of this contract, and as further detailed <br />in the attached schedule of tasks, labeled Exhibit A, and <br />any previous work necessary to begin Phase I shall be accom- <br />plished for a fixed fee of $21,600 (Twenty-one Thousand and <br />Six Hundred Dollars). <br /> <br />C. Subsequent Phases: The CITY agrees to compensate the <br />CONSULTANT for work on subsequent phases in an amount not <br />less than $28,400 (Twenty-eight Thousand and Four Hundred <br />Dollars), the remaining balance, after compensation for Phase I, <br />of the minimum compensation as listed in Section 3A above. <br /> <br />D. Time of Compensation: The CONSULTANT may bill the CITY <br />as work progresses in the accomplishment of this project on <br />a monthly basis, such amounts to be due and payable twenty <br />(20) days after receipt by CITY. <br /> <br />-2- <br />
