Mr. James seconded the <br />motion, which passed unanimously. Mr. Hansen introduced a related <br />Resolution and read the caption as follows: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT BETWEEN SAID CITY AND RAY V. <br />KOTOWSKI, P.E. DBA. BEELINE ENGINEERING FOR THE PROVISION <br />OF PROFESSIONAL ENGINEERING SERVICES RELATED TO RECONSTRUCTION <br />WORK ON ARMSTRONG, ALABAMA, GROVE, COMANCHO, HULL, MACARTHUR <br />AND RAILROAD STREETS IN SAID CITY; AUTHORIZING THE CITY <br />MANAGER OF SAID CITY TO EXECUTE SAID CONTRACT AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Cavazos moved the Resolution be adopted. Mr. Sutton seconded the <br />motion. On roll call, the following vote was recorded: <br /> <br />AYE: Hansen, Stokes, Sutton, Tenorio, Cavazos, Jame <br /> <br />NAY: Breihan <br /> <br />I <br /> <br />The Mayor introduced for discussion the current cemetery maintenance <br />contract with Albert Rarmirez. Mr. Breihan said that he was concerned <br />that the amount of work put in on the cemetery was insufficient under <br />the terms of the contract and that he recommended the contract be ter- <br />minated and re-bid. The City Manager reported on a series of meetings <br />the Staff had held in an effort to solve problems with the contractor, <br />a local mortuary and a sub-contractor and informed Council that the <br />current contract seemed to be ambiguous and insufficiently funded to <br />cover the required maintenance. Mr. Breihan responded that he felt <br />the contract was specific enough and that the condition of recent <br />gravesites was unsatisfactory, the contractor was employing too few <br />persons, and piles of brush were left for long periods of time. Dinah <br />Elwell, City Staff member responsible for supervising cemetery maintenance, <br />reported that the contractor was responding to citizen complaints. Mr. <br />Albert Ramirez came before the Council to say that he felt the condition <br />of the cemetery had been improved under the current contract, but that <br />insufficient funds had been allocated to meet public demand for services. <br />Mr. Stokes requested that a record of citizen complaints be furnished <br />to the Council when the topic next came up for discussion. <br /> <br />The Mayor introduced for consideration award of bids for City vehicles. <br />The bid sheet and staff report are attached and made a part of these <br />Minutes. Mr. James moved to authorize the purchase of two Pinto sedans <br />and three Ford pick-ups from Red Simon Ford in a total amount of $25,115. <br />Mr. Stokes seconded the motion.
