Auth~ri ty Q.~ Pro~~~ rector The Contractor assures and guarantees that the project director has the authority to implement and operate the project as defined in Attachment B of this contract. Such procedure will explain the criteria used to determine the success of tile project and will explain what the Contractor has done or is dOIng in its jurisdiction to insure a coordinated approach to personnel managE~lnent and training activities which are receiving fi nanci a 1 support fmln the U.
