Sectarian Activit~ <br /> <br />None of the perfonnances rendered hereunder shall involve, and none <br />of the funds received by the Contractor hereunder shall be used for any <br />sectarian activity nor shall any facilities used in the performance of this <br />contract be used for sectarian instruction or as a place of religious worship. <br /> <br />Section 14. <br /> <br />Fi nanci ~~L_~~naiLeme..Q!_ <br /> <br />A. The Contractor shall set up dnd maintain a financial management <br />system which will provide for accurate, current, and complete disclosure of <br />the financial results of each project; records which adequately identify the <br />source and application of funds for contract-supported activities; effective <br />control over the accountability for all funds, property, and other assets; <br />comparison of actual expenditures with budgeted amounts for each project; <br />procedures to minimize the time plapsing bet\veen the tri1nsfer of funds from <br />Department and their disbursements by the Contractor; procedures for deter- <br />nlining the allowability of costs in accordance with accounting records which <br />are supported by source documentation. <br /> <br />B. Departriient will an^ange for a financial audH, wtl"ich may be con- <br />ducted by either an independent 5trlte or local government auditor or a cer- <br />tified publlC accountant retalned for this purpose. Upon receipt of the request <br />for nonexpendable p~fsonal property, Department may approve or deny such re- <br />quest and may impose limitations dnd conditions on the manner and treatment <br />of any such property to be dClui red. <br /> <br />Section 16. Travel <br /> <br />The Contractor sh~ll be relmbursed for travel to the extent that it <br />has been either budgeted in Attachment A or upon prior written approval of <br />Department. The rate of reimbul'sl'llIent by Department for travel will not <br />exceed the; rate of relmbursel1lent for travel by State employees. <br /> <br />Section 17. When activities supported by this contract produce original books, <br />manuals, fi lnlS, Of othet' copyrightable material, the author or Contractor may <br />copyri ght tlli s ma teri a 1, but the Contrac tor agrees to gi ve to Department and the <br />U. S. Office of Perronnel ~nnagement a royalty-free, nonexclusive, and irrevocable <br />license to produce. puhlish. or otherwise use the material, and to authorize <br />others to use the work for GovprnlllPnt purposes. <br /> <br />B. If any discovery or invention arises or is developed in the course <br />of or as a result of work performed under this contract, the Contractor agrees <br />to refer the discovery or lnvention to Department and the U. S. Office of <br />Personnel Management, which will determine whether or not patent protection will <br />be sought, how any rights therein, including patent rights, will be disposed of <br />and administered, and tiH:: necessity of other action required to protect the <br />public interest in work supported with Federal funds, in accordance with the <br />Pres i denti a 1 ~'emorandum of Augus t 23, 1971, on "Government Patent Pol icy" and <br />the Statement of Government Patent Policy in 36 Fed.
