Mr. Cavazos moved the minutes be approved. <br />Mr. Tenorio seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration approval of the minutes of a <br />Special Meeting held April 21st. Mr. Tenorio moved the minutes be approved. <br />Mr. James seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration a public hearing and establishment <br />of priorities for Year III, Small Cities Community Development Project. <br />Albert Sierra, Director of Community Services, briefed the Council on the <br />application for the funds. He said the Council needed to set priorities <br />for the use of the money. The original preapplication was for three years; <br />$500,000 for each year. Mr. Sierra recommended $354,000 for public improve- <br />ments, $86,000 for housing and $60,000 for administration costs. Mr. <br />Sierra said that $441,000 was committed to public improvements for Year II. <br />Mr. Stokes asked if there were any funds not allocated that could be put <br />with the housing program. Mr. Sierra said there was approximately $33,000 <br />not committed. The Mayor then opened the meeting for a public hearing. <br />Ollie Giles, representing Dunbar Neighborhood Association, spoke to the <br />Council first. She said the main request was for housing and then street <br />improvements. She said she was unhappy about the lack of curbs in front <br />of the churches. The next priority was for Dunbar Center to be improved. <br />Mr. Sutton asked why the Dunbar Center was being used for storage. Mr. <br />Stokes said he thought the people did not want curbing in front of the <br />Church. Ollie Giles said they did, but that it would cause a problem for <br />traffic to get by. The City Manager said that a portion of the street could <br />be designated a no parking area on one side so that traffic could get <br />through. Ralph Gonzales, representing Victory Gardens Neighborhood Assoc., <br />came before the Council next. He said their first priority was housing. <br />He asked that the Council come down to the two areas and inspect the housing <br />for themselves. He asked if monies from the Bishop St. project could be <br />used for housing. Mr. Stokes said that this project had already had money <br />taken away from it and put on other projects. Mr. Sierra stated that <br />money left over from land sales goes back into housing. The Mayor asked <br />~1r. Sierra for a current list of buyouts, where they are and where they will <br />be moved to and a list of prospective candidates for assistance. The City <br />Manager stated that the Staff would prepare a recommendation for how the <br />monies should be spent after listening to the requests by the citizens. <br />Mr. Stokes moved to accept Mr. Sierra's recommendations. t1r. Sutton seconded <br />the motion. Mr. Tenorio said that he felt housing should be given a higher <br />priority than public improvements. He felt monies for capital improvements <br />should be taken from general fund monies. The City Manager said that it <br />would be August before the City received HUD approval of the application. <br />
