<br />I <br /> <br />I <br /> <br />I <br /> <br />138 <br /> <br />regular meeting <br /> <br />may 12, 1980 <br /> <br />page three <br /> <br />The Mayor introduced for consideration the Youth Service Bureau grant <br />proposal. Mr. Andres Gutierrez addressed the Council on this proposal. <br />He said they were asking for half of their next year's funding from the <br />City and half from the County. However, at this time, they are asking <br />for emergency funding of $8,090 from the City only to take them from <br />June 1 to November 1 and enable them to keep 2 paraprofessionals they <br />have working for them. The City Manager stated that there are no funds <br />at this time, that they had been used under the old program. Mr. Stokes <br />asked that the Staff report to the Council at the next scheduled meeting <br />regarding sources of funding for this program. Mr. Tenorio asked if the <br />Youth Service Bureau will contact other agencies if the City is able to <br />only fund a portion and Mr. Gutierrez said yes. <br /> <br />The next item for consideration was a temporary permit to locate a mobile <br />home on 1.5 acres out of the J.M. Veramendi Survey #2, located at 1701 <br />IH 35 North. Mr. Brown asked about the 2 votes against the permit by the <br />Planning and Zoning Commission. Mr. Stokes said that there was some <br />question about the wiring. The City Manager advised that from a planning <br />standpoint, having mobile homes in a commercial area is not a good idea, <br />unless they were located in a mobile home park or subdivision. Mr. Stokes <br />asked the City Manager to formulate a written policy for Council con~ ,I <br />sideration. Mr. Cavazos moved to approve the trailer permit. Mr. Stokes <br />seconded the motion. On roll call, the fOllowing vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Stokes, Tenorio <br /> <br />NAY: Norris <br /> <br />The Mayor introduced for consideration a temporary permit to locate a <br />mobile home on Block 7, part of Lot 7 and Lot 8 of the McKie 2nd Addition, <br />located at 619 S. Guadalupe. The City Manager noted that the same condition <br />existed in this area as the permit considered above. Mr. Cavazos moved <br />to approve the permit. Mr. Stokes seconded the motion. On roll call, <br />the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Stokes <br /> <br />NAY: Norris <br /> <br />ABSTAIN: Tenorio <br /> <br />The Mayor introduced for consideration the Environmental Protection Agency <br />Step 1 Grant Program. Mr. George Human and Mr. Gene Gardner, from Freese <br />& Nichols, Inc., addressed the Council on this program. Mr. Jim Forbes, <br />from McCullough & Assoc., gave a slide presentation showing the process <br />they would take to evaluate the sewer system. He said the City would have <br />to adopt a sewer ordinance to prohibit discharge of rainwater into the <br />sewer system. The City Manager said the funding for the EPA grant was <br />originally planned to come out of the Utility Fund. However, since the <br />Corrnnunity Development Block Grant funds could not De used for the main <br />lift station improvements as originally planned, it would be necessary to <br />fund the sewer system evaluation survey from CDBG funds and the main lift <br />station improvements from the Utility Fund. The Mayor then opened a public <br />hearing on this item. Mr. Moss asked about the fault lines in the City. <br />Mr. Forbes' said that slip lines would be the best solution to this problem. <br />The Mayor then closed the public hearing. Mr. Cavazos moved to adopt a <br />Resolution having the following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />J\UTHOR,IZING THE CITY MANAGER OF SAID CITY TO REQUEST AN AMENDMENT <br />TO El?A GRANT #C--481464.....01.....0; AUTHORIZING THE CITY MANAGER OF SAID <br />CITY TO EXECUTE AN AMENDMENT TO THE CONTRACT FOR ENGINEERING SERVICES <br />BETWEEN SAID CITY ANDPREESE AND NICHOLS, INC., EXECUTED MAY 7, 1979 <br />TO PROVIDE FOR SERVICES IN CONNECTION WITH A SEWER SYSTEM EVALUATION <br />SURVEY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris seconded the motion which passed unanimously. The City Manager <br />said that they are now awaiting written approval from HUD concerning <br />reallocation of funds as described above. <br />
