<br />34 <br /> <br />EXHIBIT A <br />PROGRAM NARRATIVE <br /> <br />I <br /> <br />TASK 1 - INVENTORY DATA COLLECTION AND REVIEW OF PERTINENT <br />DOCUMENTS <br /> <br />Charles Willis & Associates, Inc. (CW&A) will review exist- <br />ing pertinent documents, including previous planning studies <br />and collect additional data essential to achieving the objec- <br />tives of the study. Data collection will be comprehensive <br />in scope, but every effort will be made to avoid the collec- <br />tion of superfluous or unnecessary information. Information <br />sources will include the Regional and District offices of <br />the FAA, the Texas Aeronautices Commission, the Capital Area <br />Planning Council (CAPCO), appropriate state, county, and <br />city offices, the universities in the area, and other sources <br />as required. In view of certain limitations on cultural and <br />eoncomic data over much of the area of primary interest, <br />special emphasis will be placed upon local inquiry and investiga- <br />tion to develop this information. <br /> <br />I <br /> <br />A survey and inventory or existing airport facilities will <br />be undertaken. The purpose of this effort will be to find <br />basic data that will be useful in determining the future <br />role of the facilities in the airport development program. <br />It should be emphasized that the inventory and survey will <br />not be detailed in nature, and will develop only sufficient <br />information to develop primary judgements relative to future <br />airport development. <br /> <br />The review and data collection effort will be a continuing <br />function throughout the course of the study. <br /> <br />TASK 2 - AVIATION DEMAND ANALYSIS AND ACTIVITY FORECASTS <br /> <br />Future facility requirements will be determined to a large <br />extent by traffic forecasts of aviation demand which will <br />be generated within the air trade area to be serviced by <br />San Marcos Municipal Airport. The forecasts will be developed <br />in specific categories, in five year increments, over a <br />20- year time period and will review previous data includ- <br />
