34 EXHIBIT A PROGRAM NARRATIVE I TASK 1 - INVENTORY DATA COLLECTION AND REVIEW OF PERTINENT DOCUMENTS Charles Willis & Associates, Inc. (CW&A) will review exist- ing pertinent documents, including previous planning studies and collect additional data essential to achieving the objec- tives of the study. Data collection will be comprehensive in scope, but every effort will be made to avoid the collec- tion of superfluous or unnecessary information. Information sources will include the Regional and District offices of the FAA, the Texas Aeronautices Commission, the Capital Area Planning Council (CAPCO), appropriate state, county, and city offices, the universities in the area, and other sources as required. In view of certain limitations on cultural and eoncomic data over much of the area of primary interest, special emphasis will be placed upon local inquiry and investiga- tion to develop this information. I A survey and inventory or existing airport facilities will be undertaken. The purpose of this effort will be to find basic data that will be useful in determining the future role of the facilities in the airport development program. It should be emphasized that the inventory and survey will not be detailed in nature, and will develop only sufficient information to develop primary judgements relative to future airport development. The review and data collection effort will be a continuing function throughout the course of the study. TASK 2 - AVIATION DEMAND ANALYSIS AND ACTIVITY FORECASTS Future facility requirements will be determined to a large extent by traffic forecasts of aviation demand which will be generated within the air trade area to be serviced by San Marcos Municipal Airport. The forecasts will be developed in specific categories, in five year increments, over a 20- year time period and will review previous data includ-
