Stokes Acting City Manager City Secretary City Attorney Director of Public Safety Director of Finance Albert Sierra Doriss Hambrick Barbara Edwards Bob Minnie Earl Williams Also Present: Jeff Watkins, Jerri Martin, Dusty Rhodes, Mr. Sadowsky, Mr. & Mrs. pryatel, Ray Harper, Joe Garza, Ted Breihan, Craig Farmer, Sharyl Werner, Ray Kotowski, Vernon Hartman, Bob Kircheville, George Dashner, Ed Salinas, John Kreczmer, Tom Duke, Dan O'Leary, Cherry Price, Terry Sullivan, Kelly Kilber, Marcos Hernandez, Melissa Millecam, Ken Long, Ollie Giles, Beth Morrisset and others. The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval of the minutes of the special meeting held June 16, 1980. Mrs. Norris moved the minutes be approved. Mr. Brown seconded the motion, which passed unanimously. Mr. James moved the Council recess into executive session at 7:35 p.m. Mrs. Norris seconded the motion, which passed unanimously. The Council reconvened in regular session at 8:15 p.m. The Mayor stated that no action was taken on acquisition of property or pending litigation. The Mayor introduced for consideration an Ordinance on third and final reading having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOT 8 OF THE WEATHERFORD ADDITION FROM "I" (INDUSTRIAL) TO "c" (COMMERCIAL). Mr. Stokes moved to adopt the Ordinance. Mr. James seconded the motion, which passed unanimously. The Mayor introduced for consideration the annual report from the Airport Commission. Ray Harper presented the report to the Council. The Mayor introduced for consideration final plans for Victory Gardens Phase II Project and authorization to bid construction contract. Albert Sierra said that final plans had beEn received and that approval to bid was requested so that bids could be received by the end of July. He also stated that the project should come within the allocated monies for the project. He said the staff had reviewed the plans and recommended them for approval. Mr. James moved to authorize bidding of the contract. Mr. Stokes seconded the motion, which passed unanimously. The Mayor introduced for consideration a Resolution having the following caption: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AMENDMENT NO. 1 TO A CONTRACT FOR PLANNING SERVICES BETWEEN SAID CITY AND FREESE AND NICHOLS, INC. OF AUSTIN, TEXAS; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AMENDMENT AND DECLARING AN EFFECTIVE DATE. * Council Member Cavazos arrived at 8:45 p.m.
