The Mayor said <br />that he would like to wait until the City can afford to fund utility <br />service to the whole area, which is a high priority for being annexed. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Cavazos, James, Stokes <br /> <br />NAY: Brown, Kraus, Norris <br /> <br />The Ordinance failed on first reading. <br /> <br />III <br /> <br />The Mayor introduced for consideration a Resolution having the <br />following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, AUTHORIZING ACCEPTANCE <br />OF THE COMPLETION OF WORK ON THE VICTORY GARDENS <br />PHASE I PROJECT IN SAN MARCOS, TEXAS, AUTHORIZING <br />FINAL PAYMENT TO DU-MOR ENTERPRISES FOR THIS PROJECT; <br />AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. James seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a discussion of approaches <br />to control of noise within the City. The City Attorney presented <br />a report on this item. Mrs. Norris said the staff needed to prepare <br />a report on the cost of enforcing a noise control ordinance. Mr. <br />Minnie said that he did not have any experience with an objective <br />ordinance. He said that it possibly would be more helpful with an <br />objective ordinance in filing complaints the next day. Mr. Brown <br />moved to authorize staff to request a study of noise sources in <br />the City be performed by Mr. George Putnicki with the EPA Regional <br />Noise Center in Dallas. Mr. Stokes asked Mr. Brown to amend his motill <br />to limit the cost to $200. He agreed to do so. On roll call, the <br />following vote was recorded: <br /> <br />AYE: Brown, James, Kraus, Norris, Stokes <br /> <br />NAY: Cavazos <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, AMENDING THAT RESOLUTION <br />ADOPTED JUNE 24, 1980 WHICH ORDERED A SPECIAL <br />ELECTION TO BE HELD AUGUST 9, 1980 FOR THE <br />PURPOSE OF SUBMITTING A PROPOSITION REGARDING <br />A 17% PAY INCREASE FOR FIREFIGHTERS; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. Brown seconded <br />the motion. Mr. Stokes said that by getting a pay increase, the <br />problem of turnover would not necessarily be solved. On roll call, <br />the motion passed unanimously. <br /> <br />The Mayor introduced for consideration a project known as the <br />"Cheatham Street Extension" program. The City Manager reported II <br />that staff recommended the original funds allocated for this program <br />be returned from the Roosevelt Street project. The staff report <br />is attached. Mr. Brown made a motion to proceed according to <br />Attachment C of the staff report which recommended extending Jackman <br />to meet Grove Street. Mr. James seconded the motion. Ralph Gonzales <br />addressed the Council and said he felt the program should be presented <br />to the neighborhoods involved. Mr. Brown withdrew his first motion <br />and moved to present this program to the July 17th neighborhood meeting <br />and then bring back the input to Council. Mr. Cavazos seconded the <br />
