On roll call, the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Norris <br /> <br />NAY: Kraus <br /> <br />ABSTAIN: Stokes <br /> <br />The Mayor introduced for consideration a report on the 1980-81 <br />budget program. The City Manager presented a report to the Council. <br />A copy of this report is attached and made a part of these minutes. <br />The Mayor directed staff to proceed with the budget program as <br />outlined by the City Manager. <br /> <br />Mrs. Norris moved the Council recess to executive session at 10:05 p.m. <br />Mr. Brown seconded the motion, which passed unanimously. The Council <br />reconvened in regular session at 10:15 p.m. on motion of Mr. Cavazos <br />and second of Mrs. Norris.
