Mr. James seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced Item #14 on the agenda out of order. Mr. James <br />moved to recess to executive session at 7:35 p.m. Mr. Stokes seconded <br />the motion, which passed unanimously. The Council reconvened in regular <br />session at 7:50 p.m. on motion of Mrs. Norris and second of Mr. James. <br />Mr. St~kes moved to authorize the City to issue a check for $5,000 to <br />settle the case of pending litigation. Mrs. Norris seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration appointment of the Charter <br />Review Commission. Mr. Stokes moved to table this item and to require <br />72 hours notification to Council before consideration of appointments. <br />Mr. Cavazos seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Brown, Cavazos, Kraus, Norris, Stokes <br /> <br />NAY: James <br /> <br />The Mayor introduced for consideration selection of architect to design <br />a fire sub-station. The Mayor stated that he felt the concensus of <br />the Council was that the architect should be chosen by the Staff. Mr. <br />Cavazos questioned selecting an architect at this time when a site has <br />not yet been selected. The City Manager stated that the architect could <br />assist in choosing a site. He also stated that the Staff felt that <br />the Council had some concern with the staff making the selection. Mr. <br />Stokes stated that he had checked out the firms and recommended Freese <br />and Nichols very highly and moved they be selected. He stated that Mr. <br />James Lackey has a very good background with similar projects. Mr. <br />James seconded the motion. On roll call, the following vote was recorded <br /> <br />I <br /> <br />AYE: Cavazos, James, Kraus, Norris, Stokes <br /> <br />NAY: Brown <br /> <br />After some discussion concerning the selection process to be used in <br />the future, the City Manager stated that the Staff would continue to <br />interview firms submitting proposals for projects and submit three <br />recommendations to the Council. Several Council Members agreed with <br />the idea and stated that it would be more helpful to Council to receive <br />the information even before the agenda packets are made up. <br /> <br />*amended July 28, 1980 to read: "Cause No. 10,854 in the 22nd <br />State District Court entitled Guerrero vs. The City of San Marcos". <br />
