58 regular meeting july 14, 1980 page two The Mayor introduced for consideration authorization to bid the Main Lift Station Improvements. Mr. James moved to authorize the bidding. Mr. Stokes seconded the motion, which passed unanimously. The Mayor introduced for consideration a request for utility service to property located outside the City limits on Wonder World Drive (Redwood Road). Mr. James asked Mrs. Mott if her intention was to develop the property and she stated yes. Mr. Breihan stated that he would request annexation of the property when Redwood Road was finished. The City Manager stated that Staff was not opposed to Mrs. Mott's request as the service was adequate. Mr. Stokes moved I to deny the request since Council policy required annexation. Mr. James seconded the motion. On roll call, the following vote was recorded: AYE: Cavazos, James, Norris, Stokes NAY: Brown, Kraus The Mayor introduced for consideration a zoning change request of Lots 7, 8 and 9 of Block 1 of the W. S. Smith Addition, located at 736 Smith Ave. from "R-l" (Single Family Residential) to "D" (Multi-Family). The Mayor opened a public hearing. Joe Garza presented the staff recommendations to Council. He stated that P&Z recommended approval and suggested that Grace St. be opened. Gene Majors, representing Mr. Morris, addressed Council with the proposed use of the property. The Mayor then closed the public hearing. The City Secretary read the Ordinance which has the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF BLOCK 1, LOTS 7, 8 AND 9 OF THE W. S. SMITH ADDITION, LOCATED AT 736 SMITH AVE.; (FURTHER DESCRIBED BY METES AND BOUNDS IN THE ATTACHED "EXHIBIT A") FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "D" (MULTI-FAMILY). He stated that there was one letter of objection, but that P&Z recommended approval. Ken Long stated that he was in favor of the request, but that his one concern was the right-of-way on Ranch Road 12. He stated that additional right-of-way needed to be obtained. Frances Emery stated that she was against the zoning change to Commercial use as the need is for more housing. The Mayor then closed the public hearing.
