<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />The Mayor introduced for consideration approval of the minutes of the
<br />regular meeting held July 14, 1980. Mrs. Norris asked that page 1,
<br />paragraph 1 of the minutes be amended from "the case of 'pending litigation"
<br />to "Cause No. 10,854 in the 22nd State District Court entitled Guerrero
<br />vs. The City of San Marcos". Mr. James moved to approve the minutes as
<br />amended. Mr. Cavazos seconded the motion, which passed unanimously.
<br />
<br />The Mayor introduced for consideration approval of the minutes of the
<br />special meeting held July 21st. Mr. Stokes moved to approve the minutes.
<br />Mrs. Norris seconded the motion, which passed unanimously.
<br />
<br />The Mayor introduced for consideration appointments to the Charter Review
<br />Commission. Mr. Stokes suggested that the roll be called and each Council
<br />Member give the 5 names of the people they would like on the Commission.
<br />Mr. Stokes had a question about serving and appearing before other Boards.
<br />The City Attorney said a member could not appear before either Board to
<br />represent themselves or someone else, but could serve on the two boards.
<br />On roll call, the following vote was recorded:

<br />Brown - Rodriguez, Gossett, Giles, Brasher, Farlow

<br />The five members there were appointed are: Mrs. Soila Rodriguez, Mike
<br />Gossett, Dan Farlow, Celestino Mendez and Carolyn Shellman.

<br />The Mayor introduced for consideration an Ordinance on second reading
<br />having the following caption:
<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE
<br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE
<br />OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966
<br />(VOL. 32) BY CHANGING THE ZONING OF BLOCK 1, LOTS 7,
<br />8 AND 9 OF THE W. S. SMITH ADDITION, LOCATED AT 736
<br />SMITH AVE.; (FURTHER DESCRIBED BY METES AND BOUNDS IN
<br />THE ATTACHED "EXHIBIT A") FROM "R-l" (SINGLE FAMILY
<br />RESIDENTIAL) TO "D" (MULTI-FAMILY).
<br />
<br />Mrs. Norris moved to approve the Ordinance on second reading. Mr. Stokes
<br />seconded the motion, which. passed unanimously.
