<br />I <br /> <br />73 <br /> <br />regular meeting <br /> <br />july 28, 1980 <br /> <br />page two <br /> <br />The Mayor introduced for consideration an Ordinance on second reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 <br />(VOL. 32) BY CHANGING THE ZONING OF BLOCK 1, LOTS <br />2, 3, 4, 5, AND 6 OF THE W. S. SMITH ADDITION (FURTHER <br />DESCRIBED BY METES AND BOUNDS IN THE ATTACHED "EXHIBIT I <br />A") LOCATED AT 736 SMITH AVE. FROM "R-l" (SINGLE FAMILY <br />RESIDENTIAL) TO "c" (COHMERCIAL). <br /> <br />Mr. Cavazos moved to approve the Ordinance on second reading. Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a request for a temporary permit <br />to locate a mobile home on Lot 52 of the Southend Addition, located at <br />600 Alabama St. Mr. Brown had a question about the trailer being in the <br />floodway. Joe Garza said there was concern about mobile homes being in <br />the floodway and the amount of rising water that could occur in that area. <br />Mr. Stokes moved to approve the request. Mr. James seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration a request for a temporary permit <br />to locate a mobile home on Lot 1 of the Southend Addition, located at <br />Railroad and Gomez St. Mr. Stokes said that the map showed that he was <br />a property owner in the area of the request, but that the property had <br />been sold. Mr. Cavazos moved to approve the request. Mr. Stokes seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Cavazos, James, Stokes <br /> <br />NAY: Brown, Kraus, Norris <br /> <br />I <br /> <br />The motion failed. <br /> <br />Mr. Cavazos made a motion to reconsider the request for approval. Mr. <br />Stokes seconded the motion. On roll call, the following vote was recorded; <br /> <br />AYE: Cavazos, James, Stokes <br /> <br />NAY: Brown, Kraus, Norris <br /> <br />The motion failed. <br /> <br />The Mayor introduced for consideration a request for a temporary permit <br />to locate a mobile home on Lot 71 of the A. M. Ramsey Addition, located <br />at Seguin and Third St. Mr. Cavazos moved to approve the request. Mr. <br />Stokes seconded the motion, which passed unanimously. <br /> <br />The Mayor opened a public hearing to consider a petition for the annexation <br />of a 20.91 acre tract in J. M. Veramendi Survey No. Two; located on River <br />Road. Mr. Salinas addressed the Council with his request. No one spoke <br />in opposition. The Mayor then closed the public hearing. Mr. Stokes said <br />that that area was designated as high priority for annexation by the City. <br />Mr. James directed Staff to place this item on the August 11th agenda. <br />The Council was in agreement on this request. I <br /> <br />The Mayor introduced for consideration a Resolution having the followin <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, SELECTING THE LOWEST AND BEST <br />BIDDER FOR THE VICTORY GARDENS, PHASE II CONSTRUCTION <br />PROJECT; AND APPROVING A CONTRACT WITH DU-MOR <br />ENTERPRISES, INC. FOR CONSTRUCTION OF SAID PROJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution, but to exclude the sidewalks. <br />Mr. James seconded the motion. The City Manager stated that the Roosevelt <br />Street sidewalks were left out of Phase I because of difficulties and that <br />the Council had asked that sidewalks on Armstrong Street be added to the <br />preliminary plans for Phase II. Mrs. Norris withdrew her motion. Mr. <br />
