<br />I <br /> <br />I <br /> <br />I <br /> <br />82 <br /> <br />regular meeting <br /> <br />august 11, 1980 <br /> <br />page three <br /> <br />The Mayor then introduced for consideration the turn lane on Roosevelt <br />St. Mr. Gonzalez summarized the history of the project, informing the <br />Council that funds in the amount of $21,000 were available for construction <br />of the Roosevelt improvement or beginning the Jackman Street extension. <br />He said that delay in the approval of the Jackman St. project would <br />jeopardize the acquisition of the property located between Jackman/ <br />Purgatory and Grove Street since the owner wished to begin development <br />of the tract immediately. The City Manager stated that if the Jackman <br />St. extension was delayed, easement would have to be acquired through <br />condemnation. Mr. Stokes moved to approve the turn lane on Roosevelt St. <br />Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor then introduced for consideration Jackman St. Mr. Cavazos <br />moved to table this item. Mrs. Norris seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor then introduced for consideration selection of an engineer <br />for the Mill St. Project. Mr. Stokes stated that he felt there was a <br />need for strong continuity of services and moved that Freese & Nichols, <br />Inc. be designated as the engineer for this project. Mrs. Norris seconded <br />the motion, which passed unanimously. <br /> <br />The Mayor then returned to item #9 on the agenda, to hold a public <br />hearing on the Subdivision Ordinance. The Mayor opened the public hearing. <br />Ken Long questioned the statement from the Environmental Assessment. <br />Craig Farmer, from Freese & Nichols, Inc., said the statement was taken <br />verbatim from the original Ordinance except that the time period was <br />changed. Bill Stouffer stated that he thought the definitions in this <br />Ordinance should match those in the General Zoning Ordinance. He thought <br />that the dwelling definition should be more complete. The Mayor then <br />closed the public hearing. <br /> <br />The Mayor then introduced for consideration to consider scope of the <br />Bishop St. Project. Jim Byrn, Consulting Engineer, came before the <br />Council with cost estimates on the various alternatives discussed at the <br />last Regular Meeting. Copies of a neighborhood recommendation were also <br />discussed. That recommendation is attached. The Mayor agreed to meet <br />with Mr. Byrn and City staff to consider recommendations on the alternatives <br />presented in view of budgetary constraints. Mr. Gonzalez advised that <br />supplemental funds might be acquired through an assessment program or <br />bond issue. Council requested staff research the feasibility of prohibiting <br />heavy truck traffic on Bishop Street and that property owners be contacted <br />regarding right-of-way requirements. <br /> <br />The Mayor introduced for consideration an Ordin~nce on first reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING <br />OF BLOCK 1, PART OF LOT 8 OF THE FAIRLAWN ADDITION; LOCATED <br />ON CREPE MYRTLE FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO <br />"c" (COMMERCIAL). <br /> <br />Mr. Cavazos moved to approve the Ordinance on first reading. Mrs. Norris <br />seconded the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, Kraus, Norris, Stokes, Tarbutton <br /> <br />NAY: None <br /> <br />ABSTAIN: James <br />
