<br />109 <br /> <br />regular meeting <br /> <br />august 25, 1980 <br /> <br />page SlX <br /> <br />The Mayor introduced for consideration an Ordinance on emergency having <br />the following caption: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ZONING FOR TRAFFIC <br />AND RATE OF SPEED THEREIN, ON R.M. HIGHWAY 2439 IN THE CITY LIMITS <br />OF THE CITY OF SAN MARCOS; DEFINING SPEEDING AND FIXING A PENALTY <br />THEREFOR; DECLARING WHAT MAY BE A SUFFICIENT COMPLAINT IN PROSECUTIONS <br />HEREUNDER; WITH A SAVING CLAUSE REPEALING CONFLICTING LAWS AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Stokes moved to adopt the Ordinance on emergency. Mrs. Norris <br />seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration a request for utility service <br />by Walter Schmeltekopf. Mr. James moved that the owner should request <br />annexation and then the City would provide the 100' of utility lines <br />and that the applicant would extend his lines along the right-of-way <br />to the private drive located on the property. Mrs. Norris seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a request for utility service by <br />Mrs. Helen Mott. Mrs. Norris moved to approve the request. Mr. Brown <br />seconded the motion. Mr. Stokes stated that a letter of protest from <br />someone had been received objecting to the wrecker yard. Mrs. Mott said <br />the wrecker service would be behind a privacy fence. The Mayor said that <br />he objected to extending service to an illegal subdivision. Mr. James <br />said he was opposed to extending service without annexation. Mr. Brown <br />moved that this request be approved, but that no further taps on Redwood <br />Road be approved. Mr. Stokes seconded the motion. On Mr. Brown's motion, <br />the following vote was recorded: <br /> <br />AYE: Brown, Norris, Stokes <br /> <br />NAY: Cavazos, James, Kraus <br /> <br />I <br /> <br />The motion failed. On the original motion to approve the request, the <br />following vote was recorded: <br /> <br />AYE: Brown, Norris, Stokes <br /> <br />NAY: Cavazos, James, Kraus <br /> <br />The motion failed. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ACCEPTING A GRANT AWARD FROM THE U.S. DEPARTMENT OF ENERG~ FOR THE <br />DESIGN AND IMPLEMENTATION OF A SOLAR POWERED WASTEWATER TREATMENT <br />PLANT. <br /> <br />Mr. Cavazos moved to adopt the Resolution. Mrs. Norris seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for considertaion housing for the Youth Service <br />Bureau. The City Manager stated that the Youth Service Bureau had made <br />a written request for housing from the City when something is available. I <br />Mr. Stokes moved to give the Youth Service Bureau first opportunity on <br />the next house that comes available. Mr. Cavazos seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on third and final <br />reading having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ABANDONING, VACATING AND CLOSING AN ALLEY IN BLOCK 25 OF THE WEST- <br />OVER ADDITION TO THE CITY OF SAN MARCOS, TEXAS; PROVIDING FOR THE <br />REVERSION OF FEE IN SAID LAND AND DECLARING AN EFFECTIVE DATE. <br />
