<br />108 <br /> <br />regular meeting <br /> <br />august 25, 1980 <br /> <br />page five <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT FOR ENGINEERING SERVICES BETWEEN SAID CITY <br />AND FREESE AND NICHOLS, INC. FOR THE PROVISION OF PROFESSIONAL <br />SERVICES IN CONNECTION WITH THE SELECTION OF A SITE FOR AND THE <br />CONSTRUCTION OF A FIRE STATION TO BE LOCATED IN SOUTHEAST SAN <br />MARCOS; AUTHORIZING THE CITY MANAGER OF SAID CITY TO EXECUTE <br />SAID CONTRACT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. James seconded the motion, <br />which passed unanimously. <br /> <br />Mr. Brown said that since some people were told that the public hearing <br />on the budget was to begin at 7:30 instead of 7:00, he would move the <br />public hearing be reopened for them to speak. Mr. Stokes seconded the <br />motion. On roll call, the following vote was recorded: <br /> <br />AYE: Brown, James, Kraus, Norris, Stokes <br /> <br />NAY: Cavazos <br /> <br />The Mayor then reopened the public hearing. Among those appearing before <br />Council were Henry C. Kyle, Tim Iammarino, Shirley Wickersham and R.G. Phillips <br />After the people were allowed to speak, the Mayor then closed the public <br />hearing. <br /> <br />I <br /> <br />The Mayor then introduced for consideration approval of a change order <br />on Victory Gardens, Phase II sidewalks. Mr. Stokes asked when the <br />sidewalks could be bid. The City Manager said that if the portion adjacent <br />to the Roosevelt turn-lane was excluded, it could be bid immediately. <br />Mr. Stokes said that the Roosevelt turn-lane section could be bid as an <br />alternate. The Manager also noted that the sidewalks in the Phase II area <br />would have to be built after the present construction underway is completed. <br />Mrs. Norris moved to approve the change order. Mr. James seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on emergency having <br />the following caption: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ZONING FOR TRAFFIC <br />ANDRATE OFSPEED THEREIN, ON F.M. HIGHWAY 261 IN THE CITY LIMITS <br />OF THE CITY OF SAN MARCOS; DEFINING SPEEDING AND FIXING A PENALTY <br />THEREFOR; DECLARING WHAT MAY BE A SUFFICIENT COMPLAINT IN PROSECUTIONS <br />HEREUNDER; WITH A SAVING CLAUSE REPEALING CONFLICTING LAWS AND <br />DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance on emergency. HIGHWAY 12 IN THE CITY LIMITS <br />OF THE CITY OF SAN MARCOS; DEFINING SPEEDING AND FIXING A PENALTY <br />THEREFOR; DECLARING WHAT MAY BE A SUFFICIENT COMPLAINT IN PROSECUTIONS <br />HEREUNDER; WITH A SAVING CLAUSE REPEALING CONFLICTING LAWS AND <br />DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance on emergency.
