Mr. Brown had a question about the trailer being <br />in the floodway. The City Manager said that it was. Mr. Stokes said <br />that if the flood retardation dams are not in place in 2 years, the <br />applicant would have to move the trailer. Mr. Stokes moved to approve <br />the renewal request. The City Manager <br />reminded the Council that the Community Development funds originally <br />allocated for main lift station repairs and approved by the Department <br />of Housing and Urban Development had been later disapproved by HUD. <br />He recommended that $90,000 of those funds be reallocated to pay for <br />the City's share of the EPA SSES. HUD has approved the reallocation. <br />Mr. James moved to approve the request. Mr. Stokes seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT FOR ENGINEERING SERVICES BETWEEN SAID CITY <br />AND FREESE AND NICHOLS, INC. FOR THE PERFORMANCE OF PROFESSIONAL <br />SERVICES IN CONNECTION WITH THE PREPARATION OF A WATER DISTRIBUTION <br />SYSTEM ANALYSIS FOR SAID CITY; AUTHORIZING THE CITY MANAGER OF SAID <br />CITY TO EXECUTE SAID CONTRACT AND DECLARING AN EFFECTIVE DATE. I <br /> <br />The City Manager recommended that $41,690 also be reallocated from the <br />main lift station appropriation. Mr. James moved to adopt the Resolution. <br />Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT FOR ENGINEERING SERVICES BETWEEN SAID CITY <br />AND FREESE AND NICHOLS, INC. Mr. Brown seconded the motion. <br />The City Manager recommended that just as the last two items, $37,964 <br />should be reallocated from the main lift station appropriation. Mr. Stokes <br />made a motion to table this item as it cannot be completed till the above <br />item #12-B is finished and would also like to see how much in-house staff <br />capability could be built up to do this work. Mrs. Norris seconded the <br />motion. On the motion to table this item, the following vote was recorded: <br /> <br />NAY: Cavazos, James, Kraus <br /> <br />I <br /> <br />AYE: Brown, Norris, Stokes <br /> <br />The motion failed. On the motion to adopt the Resolution, the vote was <br />for unanimous approval. <br />
