121 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, AUGUST 28, 1980 PRESENT: Mayor Kenneth V. Kraus Council Members Karl W. Brown *Robert L. Cavazos Berry R. James Tess Norris John J. Stokes I City Manager City Secretary A. C. Gonzalez Doriss Hambrick ABSENT: Council Member City Attorney Ed Tarbutton Barbara Edwards Also Present: R.G. Phillips, Lanny Griffith, Dusty Rhodes, Jeff Ebner, Jerri Martin, Jeff Watkins, Ramiro Lugo, Robert Hefner, John Kreczmer, Kenneth Long, Apolinar Mendoza, Jake Krauskopf, Evelyn Honea, Terry Roberts and others. The Mayor called the meeting to order at 7:00 p.m. I Mr. Kraus opened a public hearing to consider a proposed increase in the property tax rate of 17%. Mr. R.G. Phillips appeared before Council to state his opposition to a tax rate when most proposed increases were for personnel. John Kreczmer objected to consideration of a tax rate before the final budget was approved. Mr. Robert Hefner stated his concern that City government was not cost effective. Mr. Apolinar Mendoza objected to any increase, saying there were too many poor people who could not affort it. Ken Long objected to increasing taxes without increasing services. Followillng all comments, the Mayor closed the hearing at 7:50 p.m. Mr. James moved to consider the tax levy at the Sptember 8, 1980 Regular Meeting. Mr. Brown seconded the motion. On roll call, the following vote was recorded: AYE: Norris, Stokes, Brown, James, Kraus NAY: Cavazos Following the vote, Mr. Cavazos left the meeting. The Mayor introduced for consideration the proposed annexation of three tracts of land. After some discussion, Mr. Stokes moved to direct staff to proceed with preparing boundary descriptions and hearing notices. Mr. James seconded the motion, which passed unanimously. The meeting was recessed to executive session at 8:15 p.m. on motion of Mr. James and second of Mr. Stokes. The meeting reconvened in Special Session at 8:35 p.m. on motion of Mr. James and second of Mrs. Norris. The Mayor reported that the Council had discussed the acquisition of property. Mr. James moved to direct the City Manager to obtain professional services with regard to the landfill. Mrs. Norris seconded the motion, which passed unanimously. I The Mayor introduced for consideration amendment of the Ethics Ordinance. Mrs. Norris moved to insert a definition of "interest" as related to "conflict of interest" in the definitions. Mr. Stokes seconded the motion, which passed unanimously. Questioned by the City Manager, Council agreed that the City Attorney should be requested to prepare a definition for Council consideration. Mrs. Norris moved to amend Article II, Section 2 to require persons making allegations of conflict of interest to file a financial disclosure statement.
