Phillips, Lanny Griffith, Dusty Rhodes, <br />Jeff Ebner, Jerri Martin, Jeff Watkins, Ramiro Lugo, Robert <br />Hefner, John Kreczmer, Kenneth Long, Apolinar Mendoza, Jake <br />Krauskopf, Evelyn Honea, Terry Roberts and others. <br /> <br />The Mayor called the meeting to order at 7:00 p.m. <br /> <br />I <br /> <br />Mr. Kraus opened a public hearing to consider a proposed increase <br />in the property tax rate of 17%. Mr. R.G. Phillips appeared before <br />Council to state his opposition to a tax rate when most proposed <br />increases were for personnel. John Kreczmer objected to consideration <br />of a tax rate before the final budget was approved. Mr. Robert <br />Hefner stated his concern that City government was not cost effective. <br />Mr. Apolinar Mendoza objected to any increase, saying there were <br />too many poor people who could not affort it. Ken Long objected <br />to increasing taxes without increasing services. Followillng all <br />comments, the Mayor closed the hearing at 7:50 p.m. Mr. James moved <br />to consider the tax levy at the Sptember 8, 1980 Regular Meeting. <br />Mr. Brown seconded the motion. On roll call, the following vote <br />was recorded: <br /> <br />AYE: Norris, Stokes, Brown, James, Kraus <br /> <br />NAY: Cavazos <br /> <br />Following the vote, Mr. Cavazos left the meeting. <br /> <br />The Mayor introduced for consideration the proposed annexation of <br />three tracts of land. After some discussion, Mr. Stokes moved to <br />direct staff to proceed with preparing boundary descriptions and <br />hearing notices. Mr. James seconded the motion, which passed unanimously. <br /> <br />The meeting was recessed to executive session at 8:15 p.m. on motion <br />of Mr. James and second of Mr. Stokes. The meeting reconvened in <br />Special Session at 8:35 p.m. on motion of Mr. James and second of <br />Mrs. Norris. The Mayor reported that the Council had discussed the <br />acquisition of property. Mr. James moved to direct the City Manager <br />to obtain professional services with regard to the landfill. Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration amendment of the Ethics <br />Ordinance. Mrs. Norris moved to insert a definition of "interest" <br />as related to "conflict of interest" in the definitions. Mr. Stokes <br />seconded the motion, which passed unanimously. Questioned by the <br />City Manager, Council agreed that the City Attorney should be requested <br />to prepare a definition for Council consideration. Mrs. Norris moved <br />to amend Article II, Section 2 to require persons making allegations <br />of conflict of interest to file a financial disclosure statement. <br />Several Council members discussed a concern regarding the legality <br /> <br />* Mr. Cavazos arrived at 7:30 p.m. <br />
