Mrs. Norris withdrew her motion and requested <br />the question be investigated. Mrs. Norris next moved to amend <br />Article II, Section 4 to state that financial disclosure statements <br />be filed with the City Secretary and that all references to holding <br />records "in strict confidence" and "under lock and key" as well as all <br />other provisions of the section be deleted. Mr. Brown seconded the <br />motion. On roll call, the motion passed with the following vote: <br /> <br />AYE: Brown, James, Kraus, Norris <br /> <br />NAY: Stokes <br /> <br />I <br /> <br />Mr. Stokes moved to amend Article I, Section 3, B(l) to read as <br />follows: "Appear before the body of which the officer or employee <br />is a member as a representative for any private person, including <br />the officer or employee or any member of his or her immediate family, <br />or any group or interest". Mrs. Norris seconded the motion. On <br />roll call, the following vote was recorded: <br /> <br />AYE: Kraus, Norris, Stokes <br /> <br />NAY: Brown, James <br /> <br />The City Secretary announced the motion failed since the Charter <br />requires four (4) affirmative votes to approve any Council action. <br />Mr. James moved to consider further amendments at the September 22nd <br />meeting when all Council members could be present. Mr. Brown seconded <br />the motion which failed by the following vote: <br /> <br />AYE: James, Norris, Brown <br /> <br />NAY: Kraus, Stokes <br /> <br />The City Manager informed Council that the actions previously I <br />taken could not constitute actual amendment of the Ordinance since <br />a formal amendatory Ordinance would have to be prepared.
